I have Plini and Gojira. They are the most versatile in my opinion. you can check out what have done with them if you like.

I use a Presonus Audiobox that I bought about 10 years ago (newer version here); these days everyone recommends Focusrite and they seem to make good kit: there's a 'solo' model with just one input or the 2i2 for two inputs.
Both have phantom power should you ever decide you need to power a condenser mic. Both come bundled with other software which will help get you started if you do venture into recording.
Both will work great for recording guitar, bass, etc. or just jamming using your plugins.
They both seem pretty sturdy and a decent investment for £100 or less - I bought mine in August 2012 and still works fine (with just minor wrangling over drivers once or twice over that period as I updated laptops etc)!
Note they use quarter inch headphone jacks so if you have a 3.5mm end to your headphones you'll need a converter (but they cost a couple of £s/$s).
M-Audio, Tascam, and Behringer make similar boxes too but I'm not as familiar with the specs. I'm sure there are much more expensive boxes out there but for what you're planning to do you could probably use the money elsewhere.

Not in a position to hear your video right now, but if you think it's the power, you may pick up a power conditioner and see if it helps; if nothing else, you can rule out the power issue and return the condtioner it if it doesn't fix the problem. Furman makes good stuff.

Yeah the 2i2 only has audio, would have to step up to the 4i4 to get midi. Should have got the 4i4 when I started down the DAW path but I was cheap and not sure about all the ins-outs.

Since I got Neural I don't even touch my amps anymore. I've had these for a couple years that I bought on a budget. They sound really good for the price but the L/R switch on the back is pretty badly designed. If you don't want to break the bank they'll definitely get the job done though. If you have the money go for the Yamaha HS series.
The delay is definitely there. Especially when you play fast. Though the entire thing is fucking incredible, so that is not in any way a jab at it. I have an AC15 now and have had AC30s in the past and its really, really close. Not really a plugin, but if you are looking for a cheap sim, I think its the best.
Also I swear I can get AC30 like tones out of Plini with some tweaking. The clean stuff maybe edge of breakup. None of the presets do it but if you want to knob turn you can get close.
I think this was a common issue with the 1st gen, which may have been fixed in the 3rd gen I believe, and you have to buy something higher up than the 2i2 like the 4i4
otherwise you could buy a DI box that has a pad, lots of people recommend getting a DI box anyway no matter the interface (something like this)

That is all Neural Dsp plini. I even ran my keyboard with a 1/4 inch cable and ran it through the clean tones with reverb and delay and it sounds awesome.
So basically something wonky has to be going on. As I use an i5 with 8 gigs of ram and I don't have really any trouble until I reach like 15+ guitar tracks. Running with kontakt and getgood drums INVASION.
Plini is worth the 139. Wrote a couple songs using them. Listen if you think it'll help you make your decision if you're looking for a super versatile guitar plugin. I use it every day and my my modded 6505+ has been collecting dust. Lol

I use a focusrite Scarlett solo. They cost about $100. I use the Plini plug-in that I purchased and have no latency issues.
I have an lenovo ideapad flex with an i5 8th gen processor and 8 gb of ram. I can run getgood drums in kontact player and have about 20 tracks before I have any popping or issues. Then I freeze the tracks I'm not gonna use and it solves that problem.

All of this was set up with the standalone but can also be set up to work through a DAW if you want
To add onto what /u/PhilterKapi has said, if your intentions are to control the octaver pedal (or other pedals in other Neural plugins such as the wah in the Cory Wong plugin) then you won't be able to control them directly from the Cry Baby.
What you'll also need is a way to convert the signal of the wah pedal to midi values so that the NeuralDSP software can recognize the wah pedal being moved. If you hook the Cry Baby up directly to an audio interface, you will hear the wah effect, but will not see the pedals inside of NeuralDSP change.
If this is your intention, carry on, and definitely get an audio interface!
Alternative to the Cry Baby, I have seen the Line 6 FBV Express MkII 4-button Foot Controller highly recommended for users wishing to control their NeuralDSP plugins through a foot controller. It even has foot switches that you can map inside of NeuralDSP to change different values of your tone, or even change the preset that you're currently using!
If you are married to the idea of using your Cry Baby with your PC to control NeuralDSP, then you'll need a way to convert the audio signal to midi. I have seen interfaces sold by AudioFront recommended for doing just that, I have personally never used an AudioFront product so I cannot vouch for them, but I do hear good things!
I have a similar question if you don't mind. I'm really new to the plugins game and the whole concept of MIDI. You mentioned a "new interface" -- for example, if I have an interface that also has a MIDI in/out for an expression pedal (like the AXE I/O for example), I'd be able to control this Archetype's pitch shifting functions via that plugged in expression pedal without the need for a separate MIDI controller system?
