You need a copy of Visual Studio 2008. You can find ISOs on archive.org or the-eye.eu/public/MSDN. To get started with creating apps if you have little Visual C++ experience, I recommend .NET CF.

It was initially called eMbedded Toolkit. V3 includes the full eMbedded VC and VB Visual Studio IDE + compiler, V4 was just VC. You also had to install various add-on packs for the version of WCE to deploy for like HPC2000 2002 etc

^ there may be other suitable software options including QEMU but I'd recommend VirtualBox in this case.
You'll probably want the extensions and any drivers/software it suggests for the guest.
In addition you need an install disc or ISO for the OS you'd like to install on the VM.
As far as configuration goes you'll want to allocate at least 1 GB ram to the system and give it a virtual CD and Floppy drive in addition to allow it to access certain parts of the host hardware (USB, serial ports, maybe network if you don't plan on passing all the stuff through via iso files or something).
I don't recall the Axim X5's having on-board wifi, so you will likely need a Compact Flash WiFi Card. You'll want to do some Googling to double check compatibility, and find drivers as well.
The other thing you're going to run up against is the Axim looking for outdated connection protocols, so you might have to set up a separate network for it to connect to. The few "how-to" videos I found on the Axim X5s when I was fiddling with mine were over a decade old, which is telling.

As far as using NiMH or NiCd batteries instead, I think the major issue is that the AA adapter pack is supposed to provide 6V (1.5V x 4AA). NiMH are usually 1.2V instead, so you could try to run the Mobilepro off of 5V and see if it works. If you have access to a variable power supply, testing 4.8V would be better, but hacking up a usb cable or 5V power supply may be easier.
Alternatively, you could go with some of those AA shaped Li-Ion batteries that are rated for 1.5V amazon, no affiliate link. I have not tried this, it's just a rando on the internet's recommendation.

Thanks for the product link. Though I went with the KeenPower AA (also no affiliate). They have a magnetic cap, whereas the ones you listed have what looks like a spring loaded cap. When I got them they all needed charging. None needed longer than an hour. One or two probably needed half that.
So far so good. I have an app on the PC that times how long the PC has actually been on. I will report back later.
