Wired wouldn't set you to any GHz as those are just for wireless. Wired is however the preferred method for connecting to the network as it reduces latency and eliminates additional latency only wireless creates. Having a certain download speed when you test it on speedtest.net or fast.com just means that when you ping the server they choose, you get a response back at that speed from them. These numbers can vary wildly depending on the location of the server and the quality of the connection between your locations. You can see this yourself if you change the server it pings to one in a different country to you. PS4's built in speed test can give you very different numbers just doing it twice in a row so I wouldn't pay any attention to those in the first place.
If you're only getting 40 on your console despite having 70 and above into your home, there could be a problem with your local network. Having more devices using the internet at once can substantially slow you down, and it can increase latency for other connected devices too. Streaming high quality video, downloading files, playing online games on other devices etc can all very quickly eat up bandwidth on both download and upload and slow you down as a result. It may be worth trying to play when less people are using the internet at once and see if that helps at all.
