for a restaurant gig they're probably looking for generic soft skills like 'communicate well with customers' I just googled and found this list but give it a read through and find anything that would work well for the restaurant.

You're still early in your career that's fine. But in the future you gotta fake it until you make it. Keep app developing in the mean time. Look for freelance work on something like upwork.com you might be able to get some more side gigs and keep boosting that experience.

I actually had a GIS hiring manager tell me I should put a skills section at the top of my resume, to show off what technical skills I have as quick as possible, although I understand it doesn't make me look good in it's current form. I tried modifying it a bit in a new, one page version. Also tried to change around the format, and fixed the Python capitalization.
I would add a title under your name to make clear what positions you're looking for. Maybe a small paragraph to sum up your soft skills and what you can give to an organization.
Begin sentences with descriptive action verbs, such as established, analyzed, implemented, designed, or researched. They add power to your sentences by demonstrating actions.

I would move skills to the top and put the education on the bottom since you have graduated.
Remove the certification section- that is usually reserved for commercial, official certifications like Security +.
The “Activities” section contains good skills that should be expounded upon, and I would actually change the heading to something else if you weren’t paid. Was this an internship? Maybe change the heading to “Projects”? Also, include the skills you use or have learned in managing the newsletter. Did you write anything for it? Create graphics for it? A lot of good stuff there!

This is an okay basic CV but, in my opinion, needs a bit of pep. From an employers POV I would want to see something slightly bolder, both in the way it looks and in your statements about yourself.

I haven't had a job since 2014. The reason for the gap in my employment after graduation has been because of health issues. It isn't anything that can physically prevent me from working but I haven't been able to get a handle on it until recently.
At the beginning of 2019, I obtained my certifications in Google Analytics and AdWords which are steps in the right direction.
I have a few questions for you guys: I'm wondering if I should put " Digital Marketing- Freelance 2016-present" in my resume to fill the gap. I'm planning on going to local businesses and seeing what I can do to help and then use that project as experience.
Should I address the gap in the cover letter without including that Freelancer title?
Any other tips?

You have a lot of varied experience, you can reduce the size without excluding anything relevant by making more than one resume, with each highlighting a different area of experience while still mentioning the others (for instance one for managerial experience, one for sales, one for tech).
the format looks very dated, but luckily that's really easy to fix. Personally I use overleaf's online LaTeX because I think the formatted pdf looks nice, has some nice templates, and it stores your resume template with your account so you can access it easily in the future (it's also free). https://www.overleaf.com/
Haha thanks and yeah it's probably the markets for sure. Some companies don't want to hire new grads remotely or so I've heard.

My own cv is split down the middle - a little bit like this (found from a quick Google search), although mine is more minimalistic (1 font, bold or not bold, 1 colour + white):

The left (top down) has my education, volunteering, tech skills, and interests/hobbies. The right is all my work experience, with max. 3 bullet points each one
If you read the template source code you can easily edit the templates to your liking.
A lot of your bullet points are “Verb of Noun”. You can capture a better audience by writing something like “Implemented cross-browser features using React.js, Node.js , etc”. Get deeper into each point while keeping it short and change your verbs. It’s tough and takes work but it’ll be worth it.
I’d say your work experience and education is great. It just needs a bit more fine tuning.

Please take this serious but not to heart Tbh: I absolutely would not hire this resume. Your descriptions sound basic, general, and downplay any validity to what great work you might have done. I highly recommend using the wiki page, r/YouTube, r/Indeed, or any valid career site that has example resumes or a resume builder (see link). Using ATS/Keyword programs, check to make sure you are at a 80% or higher for a specific job description you’re interested in.

Seek a resume/job coach. Your local unemployment office has a workforce development program and they offer classes and individual counseling until you find a living wage for local COA. Also, your Alumni should offer alumni career services-hold them accountable!

I understand what you are saying, but I'm having a hard time visualizing what you mean by 'ATS friendly.' Do you mean something that looks like this? This company actually did ask for interests and hobbies though, which is why I included them.
