There are some weather underground stations close to the lake you could check out, this one seems pretty close.
My go to is thermal long johns (have several different pairs from Amazon- don’t have a particular favorite) with normal running long sleeve and shorts over, glove liners with these bad boys over. For days like today, I’d recommend a wool balaclava such as these. On milder days, I just go with a running cap with a skull cap over for the ears. Feet-wise, I’m personally fine in this weather with regular running socks but I’ll wear liners if there’s snow.
I find post-2pm to be slightly warmer but usually go on my lunch break since there’s less traffic. Also, lights are worth looking into if you’re going to be out after dark.

I stopped my CARA membershp about 3 years ago.
First you can take a look at the races they offered discounts to last year here It seems like a lot until you realize how few of them are actually in the city. Also most of these races would not let you use the discount in conjunction with an early registration price. With so many races offering tiered early registration pricing it was a moot point to have a membership. I could save the same amount of money simply by registering early.
Also they used to give you a year of runners world, but i'm pretty sure you can buy a subscription for $12.
Perhaps it changed, but i found it hard to get $35 out of a membership unless you used it to get discounts on a purchased training program.
Best cookie of my life was given to me at Mile 14. I'm also in need of real food after a while. There are bananas on route, maybe Mile 22? Maybe try some honey stingers or waffles in combination with gels? Also, I use UCan as my breakfast on long runs. It sets really well on my stomach.
For me wind and humidity are almost more important than rain forecasts because wind and humidity play a roll almost every day and rain only affects my run once in a while.
I use MyRadar for weather radar and Pilot Weather for temperature, wind, humidity and forecast information at the airports. I live near the lakefront and normally using Gary or Waukegan airport for weather provides more accurate temperature and wind information than O'Hare and Midway. I've found that a lot of Chicago weather apps will use a temperature that is much higher than what we get on the lakefront.
