I downloaded GIMP 2.8 and I cut up parts of other peoples maps and put them together. I might be the hardest way to make maps, but if you have the time it works well.

I think the lowest I'd go with shipping is $110. The KotOR book is going for $98 alone on Amazon at its cheapest. I think it's a pretty good deal. But either way - I understand. :)
I won't be home to ship until July 17.
All the typical 'Tool_Kit' things_from Amazon I can find are about 5 lbs. making the Saga Tool Kit just under half the weight you would think it to be. Looking at that list of all the things inside it, I would think it should be heavier.
If you are looking for an offhanded reason for the weight, you could say they are made of light weight sci-fi stuff and thus the tools are only 2.2 pounds. Looking at the Object_Statistics for Fine Sized things, that would make sense as they only have 1 HP each.
You could also just think of all those things as being really, really small versions of the tools you might see in the movies or TV shows.
Once you learn GIMP it's super easy to just crop swords out of pictures and just add Lightsaber blades. It's almost not a real skill other then almost nobody knowing how to do it.
You could think of the bureaucracy check as a way of convincing the system that "Yes, I am a lawfully registered paramilitary organization in good standing with the government."
If you think that the background check would reveal information that would result in the PCs not getting licenses, then enforce that. Misdemeanors probably wouldn't prevent them from acquiring many licenses. Unpaid fines might put a hold on licenses until they're paid. Arrest warrants or more serious crimes could absolutely force the PCs to turn the the black market or deception on their forms.
