I know it's not exactly what you're asking for, but Nacho Notch makes the status bar black. Only problem is it has some bugs, like on 8.1, the light nav bar is broken, or the status icons will still turn dark grey/black in apps where the status bar is normally light.

What Substratum version are you on? Substratum 999 does not support Android P, if you don't have 998 installed you can get it from our continuous integration build stream on Telegram (t.me/substratumci) or from apkmirror (https://www.apkmirror.com/apk/projekt/substratum-theme-engine/substratum-theme-engine-nine-hundred-ninety-eight-release/). Please let me know if things are broken on v998 as well and I'd be happy to debug it with you and get any required fixes into Substratum.
This theme is only for android 12. In a few days a free trial version will be available, the full version is already available on Google Play.

Swift Installer is a better alternative for most people. Only $2 for unlimited Swift theme combinations and you don't need a computer or anything like that.

Swift Black. If you're using a Samsung, try the Swift Installer. It allows you to customise both the main and accent colours, and uses the Sungstromeda framework so no longer needs a tethered connection.
This worked for hiding the annoying "running in background" notifications for me. Very useful for this as well as if you have a smartwatch that keeps an app open in the background.

re:notification, I've found that if I manually force stop Substratum, the notification goes away and doesn't come back. There's no reason for Substratum to run in the background, unless I'm updating or changing themes.
Settings>Apps & Notifications>App Info>Substratum>'Force Stop'
It is possible, check out this substratum app, I have been using the app since android 10. But after the introduction of A11, A12 & A13 it has become a bit complex. So, after purchasing the app you will be directed to the telegram support group of the dev where I'll need to provide the system UI file of your rome. As the process vary from ROM to ROM. After that the dev will patch a zip file for you and you have to flash it like a magisk module. Done As an user of the app I can assure you it's a safe buy and worth it. You can use Swift Black substratum theme for black dark mode on almost any app.
Or use Swift Installer as an independent theme engine for black/dark theming.
Its not free, but well worth the price. I use Swift Installer personally, works very well.
Substratum-wise, you're probably going to find that difficult. Why not use the EMUI theme that the image you posted, comes from?

You can try each and figure out the names of all of them or you can pay and save the hassle.

It wouldn't work along side Swift Dark, it would switch it to a light theme.
You might take a look at Compound. It's a dark theme with colored headers and such.
