At work I program under linux, but my personal machines run windows. I went travelling for 12 days with my surface 2 go (m3, 8Gb memory, 128 Gb ssd).
I set up emacs, git for windows and golang in an afternoon.
It was a delight. It was fast and fun. When I got home, I did a "git push" and life went back to normal.
Having said that, be careful. I bet you do not want emacs and you did not say what language you are interested in learning. I also took a bluetooth keyboard with me.
Much comes down to the question of money. My setup is no longer in the cheap and cheery category that the surface go is sometimes aimed at. I have no idea how one would fare with a celeron-based machine or with 4Gb memory.
For sure there are a number of differences between the Go and the phone, but that's literally the selling point of Geekbench -

This is not a waist bag and don't know if you can find something similar, but my surface Go and iPad pro 11' fit perfectly inside, it's perfect for me when I go out without my backpack.
I got this and I'm plenty happy with it... But my recommendation is go cheap, you may end up using it a lot less than you think. I rarely use mine and the pen compatibility was the main selling point for the Surface for me.

I checked the website you linked above and looked at the system requirements for about 12 of the games. It appears that the Surface Go should be able to run all of them. You're getting close to the CPU limit of some of them (a couple of the games requires a 1.5Ghz CPU, and the one in the Go is 1.6Ghz), but you should be fine. If you like older/simpler games or classic educational titles, you might also check GOG.COM. They sell classic PC games at very good prices with no DRM. Much of what I play on my own Surface Go I purchased there.
I hope you enjoy your Go. It's not the fastest little system, but you can't argue with the portability and convenience. When I'm just messing around, I reach for an iPad, but when there's work to be done, the Go is my preferred champion.
I used to use Evernote, and switched to OneNote. I don't really consider either of them "note-taking" apps, although they are often described that way, as they're way more complex and powerful. I use Google Keep for quick-and-dirty notes because it's cross-platform and OneNote for serious documentation and record-keeping.

It should allow me to expand the single USBC port on my Surface Go to many accessory ports as well as take a USBC charger input to power the laptop (and accessories). Maybe this would meet your needs as well?
This appears to be the solution for my use case, but I find it difficult to spend $80 for an adapter when my whole surface Go 2 cost me $300 new 9 months ago.

Depends what you're doing with it. Mostly, no. I use it for emails, word documents, PowerPoints, Netflix, prime, NordVPN, and occasionally very light use of Fusion360, Cura, and InkScape (I stress light use).
Don't expect to have 20 chrome tabs open, but for light work that a work that a phone is not enough for, but a full desktop or laptop is too much, it's perfect. Plus, the touchscreen is ace and the keyboard, while a tad small, is very easy to get used to and comfortable.

It charges the device, allows me to use HDMI, Read a SD card and connect USB devices. The device can access the network via Ethernet. So far it has worked well.
I use on my Surface Go and my HP Envy.

For all of the Hubs. If using to power a device and using for various functions the heat the Hub produces will be significant. So might be wise to think how you will ensure it stays cool enough to operate.
52 degrees centigrade is quite toasty for a device. If I needed to ensure reliability during video calls, I might ensure the hub was having a mini fan was blowing over it to help dissipate heat.

It can power the Go but I still plug in the regular charger at my desk as it'll charge much faster. Seems if I play games, PD can't keep up and my battery trickles over a few hours.
