As far as if you have an existing account, were you banned? If not, try a password reset and login again.
Pretty much you can only subscribe "Lock in number" service on a mobile device because TextNow uses subscription feature from Google Play Store or Apple AppStore.
If you are in US, amazon has some cheap locked phones. I got a Locked (TracFone) Moto e6 on Prime day for $20 (use it as a music player). You can get this one for $30+tax (you don't need subscribe TracFone service, just remove and discard the sim card and use TextNow app with WiFi).
Better just contact TextNow (via chat is the best). I use Pixel 2 with TextNow sim card and have no problems with activation, my sim card status in Android system shows connected with LTE.
Install Network Analyzer and check cell connection / details. You should see data state as connected in "cell details" and valid IP/Gateway IP/DNS IPs in "cell connection", if you don't, your sim card is not fully activated and connected.

I said the banning seemed to be happening randomly because I saw a ton of people on the play store complaining about it, how their account got banned without any reason or explanation and stuff.

That's the weird thing! I had a paid subscription with them and they still banned me! I'd paid for an year's worth, they banned me 4 months into the subscription, and they didn't even refund the money. Quite irritating.
Well, if there's a Windows (Phone) version of the app. (And the app is required for calls/text.) I know there's a PC version, or you can use it via a browser on a PC/laptop/Mac. I don't see a Windows Phone version of the app, and doubt that browser access would be functional on a cellphone.

You are able to install TextNow app on multiple phones, or use a browser to log in your account at https://www.textnow.com/messaging . You can use any of these devices to make/answer calls, send/receive texts, or check history of phone calls / texts at the same time. However, your child(ren) may also delete history from their phone(s), so I am not sure if this is really a "parental control".

Do you have elastic calling turned on? If yes, TextNow will use your regular cellphone plan minutes if the Wi-Fi connection is poor.
The calls will show up on your cellphone bill, although with different phone numbers. This is similar to how Google Voice used to work.

u/Youngessz I know your issue! I have been struggling with this too. If you go to the website https://www.textnow.com/signup as pointed out by others, then you CAN'T create an account using your email. You must sign-in through Google, Apple or Facebook and force link your account with TextNow.
If you wish to create a TextNow accounting using just email, the workaround is simple download the iOS or Android app and create the account from within the app.
This is a silly limitation.. I know...

I also use a VPN (ExpressVPN connected to the Dallas, TX service center) and can both send and receive text messages. I can receive voice calls but must disconnect the VPN to make outgoing calls. It would be nice to find a workaround for outgoing calls.
I have TextNow premium subscription, and even with that the service doesn't work through NordVPN. Per my experience, I would try contacting my VPN supplier.. they sometimes are able to find a solution.
