I actually pay for the subscription so I have 3 burner numbers. I use one for my daily use number, one for work, and keep the third for a spare. I use the rotate the spare on a regular basis and use it for things like Craigslist and such. I use my free Google Voice number for voicemail and things like store cards, bill collectors, etc. When anyone calls that number it does not ring on my phone and goes straight to voicemail. I never, ever, hand out the direct line to my phone.
Try calling an American, Canadian or European hotline if you can here's a link to a bunch (or just search up Canadian hotline). And if they don't pick up, just use an app to spoof your phone number
10 seconds of international calling bills is better than a permanent decision. I implore you to use foreign hotlines if you really need to

Seriously, you're never going to get to know someone my messaging them on SA's chat room. Talk to them a bit (sounds like you have), and don't read to much into the money - everybody is a billionaire/supermodel on the internet.
If you're not sure about something, go with your gut, if they ask for a number, maybe use a burner app like...Burner (https://play.google.com/store/apps/details?id=com.adhoclabs.burner&hl=en) that gives you a disposable number for calling/texting.
See if they want to meet for a lunch or dinner (public place, no expectations on either side) and figure out of your comfortable with them - I always figure if you can't enjoy an hour having dinner with someone you just met, if there's no connection, there's probably no future. Same as regular dating. If you're on the same page, then talk money for sure, get it over with and move forward - or not. Yes, like regular dating, tell someone you're meeting somebody new and ask your friend to call you during dinner - most normal guys will totally understand that.

If you're in the US or Canada (possibly others as well) there is an Android app called "burner" available here which gives you an alternate phone number to use for a transaction. When you're done, you just "burn" it and move on with your life.

I would buy a burner phone, though. Get a cheap AT&T brand phone, a pre-activated FreedomPop SIM card, and only use it on WiFi (to prevent the top-up). If you need a new number again just buy another pre-activated card for $6.50. Hell, you might be able to just buy the card and skip the phone, who knows.

On the same phone? I have a TextNow and a 2ndLine (owned by TextNow). You can also check out Burner. I think they allow up to 5.
As far as if you have an existing account, were you banned? If not, try a password reset and login again.
I think it's this one but not 100% sure, it was a while ago. Just got your play store or wherever you get apps and search for "spoof number"
I don't know of any FOSS apps for this. I use Burner, which is proprietary and paid. They've got some complicated payment thing with tokens, but I do the $5/month subscription. It gives a single phone number that you can cycle to a new number whenever you want.
The app permissions page shows that it can ask for: Camera, Contacts, Microphone, Phone, SMS, and Storage. It's only using Contacts and Phone on my device (it's never asked for the others), and Phone is the only one of those two that it requires. (It has its own contact list and you can use that exclusively if you want. I enabled the Contacts permission because it gives a little better integration for some of the things I do.)

I would check the terms and conditions. I know there are exceptions to solicitations via phone for elections, aka Phone Banking.
However I wouldn't want google to lock anyone out of their google account. Is there some official guile lines?
Burner would be a better tool. I'd think that their would be others. Google voice is meant as a replacement phone number, not a temporary one.
I'm so sorry you're dealing with this. It's one thing to be ready for an attack, but it sucks that you even have to keep up this sort of vigilance.

If I were you, I'd read everything I can to block her on any sort of digital platform she can reach you on. If you're going to Google stuff, there's way more content on "How to block your ex" than "My mom is creepy". (There's a VERY good how-to on Lifehacker that covers everything from Twitter to texting)
Maybe get Burner, or another free phone number app for your phone; that way you can still use your phone to reach people you actually want to hear from.
This is good advice even if your mom doesn't suck: download an MP3 that's 3 seconds of silence and make it your default ringtone (instructions). I do this, but I give cool people a proper ringtone. In other words, your phone only rings when non-crappy/non-spam people call you.
If your Mom has any access to anything of value to you (spare house keys, joint bank accounts, government-issued documents, jewelry or house pets) I'd enlist your sister in locking that down ASAP.

I wouldn't panic. The odds of someone really trying your number (Like a scammer) and succeeding is too low. It has to be one of your friends making you flip out, or one of them passed along your number because they're in on the joke. ~~I mean, what kind of "stalker" has the time to make foolish cryptic text messages? You won't understand them. He's trying to intimidate you, right?~~ See EDIT 2
Have you heard about Burner? It's a service that allows you to use a different number. My friends use the trial often to prank people, including me. I felt it the way you felt it, cause calling back never yielded a response.
Try doing a reverse phone lookup. Whitepages is pretty damn accurate when I use it for scammers and the like. If the risk comes out to be low, and the location isn't around your area, it's probably a friend.

Yeah, if you don't care about re-burning for each individual ad but just want a 2nd number that you only use for junk like CL just get a google voice number and forward it to your phone. That's the easiest and it's free.
Burner (Android, iOS) is another one I've used. Now, none of these would protect you from the government/police even so this isn't a solution if you're running meth, but for selling shit on CL where you just don't want the guy to keep calling you for months after because he broke it and wants his money back, or you just don't want your normal cell number to start showing up in google searches, this is good enough.
