If you do not have a wallet yet you shouldn't have to import a seed.
Should be able to click "New Account," there will be text in wallet seed box, make sure you write that down, below that an address (I would take note of that too), then create a name you want the wallet/address called (that's for you so you can recognize account/address if you have several different ones), then create a password.
As for purchasing, like /u/harbinger-alpha said you may be able to purchase inside Lite Client, or an exchange, or a quick option is also https://shapeshift.io/

These guys have as much cash as Ethereum had post-ICO, and even more of a product to show for it already.
There isnt even a node online. We are trading on the FETUS of the Waves blockchain. Just wait until we have Nodes and Staking in a couple weeks.
