I use one of these to shave my head. Gets the whole thing done in 5-15 minutes, provided you have it charged up before use.

If you're really having a hard time, and people's comments don't reassure you, I'd encourage you to look into resources for body image issues/BDD. It's not just for women believe me. It might sound dramatic but hair/face is actually one of the biggest target areas for people, especially men. I struggled with it a lot when my hair started thinning, just sort of got really obsessively down on myself and felt hopeless and worthless because of it for almost a year straight. Really missed out on life frankly. It can really distort how you think and even how you see yourself in the mirror. I used to see the ugliest dude in the mirror, and I made a sad face just like yours when I would take pictures to check constantly if I looked alright/how bad it was. If any of that resonnates with you, therapy and even self help books can really help.
I'm very pale, but I managed to spend 2 weeks in Hawaii last summer without getting burned at all with this stuff. And that's with hours of snorkeling as well.
Like everyone else is saying, reapplication is the most important since you'll be in the water.
I have been using an electric palm style shaver for almost a year now and love it. I found it was easier than a traditional razor to get all the hair off without missing spots. I use a regular razor to get clean lines where my beard starts. I shave every other day to keep a clean look. As for cleaning and skin care I would suggest staring with whatever works for your face.

Looking sharp, mate! I really recommend going next level short and getting a head shaver. I got a cheap one on Amazon - this one and I love it. Also it's less 'scrapy' on the scalp.
I've had the Wahl 5 Star Balding clippers for about 10 years and they still work as good as new. I think they're the closest cutting clippers available (#000000), which is about 2 days of stubble for me. They are corded, dry-only, and weigh about 1lb, but if you're OK with that then I'd highly recommend them.
After every use I clean them with an old toothbrush and add a couple drops of oil. Once in a while I spray them down with clipper spray or clean them with alcohol. If you get them make sure to adjust the blades before use, and zero-gap them.
I see they are sold out on Amazon but you can probably find them elsewhere, the price is usually $50-$55.
Shave in the shower. New blade every 3-4 shaves. I used a bit of body wash instead of shaving foam. Do not press hard. Shower for a good 5-7 min first and let the hot water soften everything and open your pores before you shave. Go with the grain. Do NOT press hard. After shower, pat dry. Get dressed. Then I follow up with some witch hazel toner all over my head and neck (everywhere I’ve shaved). Haven’t had any bumps or razor burn in months.
Dude most people look odd from that angle. If your in your late 20/30s then yeah, it does look a bit like a nerd neck but as you fill out over time, your head will look proportionately smaller.
To speed up that process and specifically deal with that curve, and improve overall posture, try this:

Get one of these guys. It gets almost as smooth as a wet shave, but it won't irritate your skin.

Wahl professional balding clippers are a good price/quality ratio. Just oil them after every use (which you will find are the directions of any good clippers) and they should last many years. Been cutting my own hair without a guard for about 3 months now (they come with 2 guards) and I've never cut or hurt myself (some reviews of other clippers got so close they caused skin irritation, never had that problem).
Took me a month of looking for clippers on and off before I decided on these. Couldn't be happier with my purchase.

I just use this guy on the red (shortest) setting. Usually have to do it once a month if I’m keeping up with myself. The left pic is maybe 2 months of being lazy on the body and one month of head hair.

For how long? But I'd say that I found your problem.
The one that comes up at the top of almost every head-shaving list are the Wahl Pro Balding Clippers although there's some notes about them being sharp, so be careful about the back of your neck.
With any set of clippers, you should clean and oil them regularly, and get the blades sharpened or replaced when you feel them tugging instead of cutting.
I've heard others are big fans of these two. Might be worth checking out.

While the razor is important (weight, feel, grip), your question is more geared towards the blades. I suggest getting a sample pack of different blades like this.

It's super easy to shave it yourself. Go with the "0" blade. Grow out your beard as much as possible to balance it out without looking homeless/patchy.

I hope links are allowed here, but this item might help, I had pretty bad dandruff and some other issues when I shaved my head and this stuff helped clear it up. Not saying this is a cure all by any means but between this and just time allowing your scalp to breath and heal you might have some luck.
I never have liked those rotary heads on a shaver like that, but I bet that makes fast work of shaving. I've been using this one for several years and it leaves a nice smooth shave. Easy to change and clean the head and blades.
I use Astra blades and use the middle and top positions in the razor. I have to do a couple passes but when I use the lowest position closest to the skin, it usually turns a bit red
Just lather up that dome with some liquid soap or foaming soap, take a Gillette or whatever razor you would normally shave your face with and shave in straight lines up and down against the grain, VERY slowly and VERY gently and without any pressure until you get used to it. If you feel smooth, the ladies / guys will also feel smooth. After you shave it smooth, get something like HeadBlade HeadSlick or ClearHead. The Slick one is a moisturizer and the ClearHead one will have a burn for a few seconds and give it a nice shine. I did the Trump comb over for a few years and finally one day my wife said I was a good man and I'd still be cute if I shaved it all off. So I went to a barber, got a military brush cut. A few days later I stuck my head in the sink, rubbed soap all over and shaved it all off and rinsed my dome off in the sink. Now I do it every other day. I use an electric razor to shave it and then a razor for a smooth cut if I have anything in-person or want attention from my wife. Most meetings using Zoom they can't tell the difference, anyway. I used the AidallsWellup 5-in-1 electric head shaver from Amazon. First what I did was use regular electric clippers to cut my hair as low as possible. Next I used the electric head shaver dry a few times , last I did a wet method and applied a light amount of Cremo Cooling Shave Cream to my head and used the electric head shaver. I use the Audio-Technica M40X headphones. Very clean sound, padded and goes over the ears. The headband is slightly padded, and doesn't irritate after a head shave. I wear them for gaming and watching movies. Can keep them on comfortably for a few hours before your ears start to sweat. 😎
I use the Remington Balder Pro. It literally gives a closer shave than a quick shave with a razor. I do get some irritation on the back of the neck at times if I go super low, but putting aftershave gel on it immediately helps.

I bought this clipper a while back for around $25 either on Amazon or Walmart. I don't remember. It's perfectly fine and it includes a bunch of different guards.
I later bought this one. It's more expensive and has fewer guards but it's quicker and cuts a little closer.

It’s a very close shave, so easier to nick skin than other trimmers. I use it every two days and have had the same unit for four years now, works as well as day one.
I use a 3 razor Remington electric, and it leaves some shadow, but not so much shadow that your head is scratchy.
More shadow than a wet razor, but not as much as clippers.
This is going to sound weird but... I feel like you should try shaving your head with Coochie Cream. I don’t know anything about shaving a head but I have very sensitive skin and get razor bumps exactly like that on my bikini line. Coochy cream & then using a gentle exfoliating brush the next few days after you shave (to get rid of dead skin, also it feels really nice) will stop it from happening.
Treating it is a bit of a pain though some hydrocortisone cream will make it go away quicker & make it less uncomfortable but it’s best not to shave the area until it heals if you can help it.

If you're still on the fence, imo the best way to do it is just to jump straight to a 1/2 and see what it's like before you go to a no-guard. Not gonna lie, it'll look weird AF for a while, but you'll get used to it, and since you've already got a beard, you won't go through the awkward egg phase either. If you're looking for something to do it with, I use a Remington Shortcut Pro and a hand mirror and get my whole head (and the back of my neck) done with either a no guard or a 1/2 in less than five minutes about once every two weeks or so. Just gotta be careful around the beard, but other than that it's easy, and saves a ton on trips to the barbershop.
I have the Wahl Clipper Elite Pro High-Performance Home. I opted for the plug in rather than a wireless one, due to performance. I've had it just over a year and I love it. I mean, I know this is not what you’re asking here but in case you wanna try, I use a back shaver called Mangroomer. It was a game changer for me. It helps buzzing the hair of your back pretty good, but it’s not the clean shave you’re trying to avoid, so you still get your back hair as it grows again but looks a bit more neat and tidy than leaving it going wild. Then in about a month you just give it another go or so, depending on how often and short you want it.
Just wanted to recommend it in case it’s something you’d like to try instead of finding the perfect blend between back and neck! Otherwise hope someone gives better advice.

I personally prefer Wahl clippers with no guard. They last forever if you take care of them, my current one i bought in like 2011?ish and still works fine. This is closest to the model I have.
Highly recommend this...it’s water proof so just use it in the shower every couple of days.....

I would recommend a pivot motor clipper with detachable blades. They're a bit pricey, but they're very robust and versatile. They will last many years, if not the rest of your life.

I started off with a Oster 76, but recently picked up a Andis BGRC, which is a lot quieter then the Oster. I use a Andis .1mm outliner blade. You can find a pair of the either clippers for around $100 on Ebay.
I bought the clippers and a full set of combs around 10 years ago so I honestly don't remember. All the combs from #8 down to #1/2 are labelled Wahl, and the ones labelled 00 and 000 are red and unbranded. I'm pretty sure it was either Amazon or Ebay.

I see there are complaints about these particular ones breaking easily. I very rarely use them myself, but maybe there are better options available for your clippers.
One option you might want to consider is to buy a set of replacement blades and customize them. You could gently round over the sharp tips of the static blade, and move the cutting blade back another millimetre. No guards to fool around with and break. A set of replacement blades for the Balding clippers was only $15 or so.
I've been using the Braun series 7 for both my face and head and I 'm more than satisfied with my purchase. I get a nice close shave on my face and I feel like it does an even better job on my head, zero regrets.
The only difference is I went with the original Series 7 model instead of the newer S7 Flex model you linked. I just felt like, for an older model, it had a much more proven track record as far as the reviews and videos I read and watched. Other than amazon, I could hardly find any videos or article reviews about the newer Flex model at the time so I went with the stalwart and proven model instead.

I’ve bought some beanies off Amazon and so far these are my favorites in terms of fit, quality and style. They’re both “slouchy” beanies which is what I’m into. It’s also worth noting I have a pretty small head, so they could fit differently on yours if you don’t. Hope this helps!

The only thing about these is you’d have to shave every day or every other. There best used when your hair is already short(shaving a lot of hair off will wear the foils quick) but they really work well! I believe they’re usually $60 so they seem to be on sale. I know I’m coming off very shillish but after a year of cycling through different methods, these have been the best!
The most powerful clipper I know of is the classic Oster Model 76
This is a motor-driven clipper, unlike the magnetic, vibrating, buzzing system that Wahl uses
The Osters use detachable blades (sold separately), so to change the length of the cut, you detach the existing blade by sliding it off and sliding on a different blade
Since the blades are themselves changeable, the clipper normally does not use plastic clipper combs
These clippers are used in military boot camp installations, where the recruits lose an entire head of thick hair quickly
The noise they make is unique... they whine since it is a motor
If cared for properly, they will last many years
And they are fairly expensive
