Only way to *remove* rust is sanding/grinding/filing. Even if your were surgically careful, the remaining paint would be affected. No way around it. Aside from complete removal, you can *convert* the rust with a product like 'rustoleum rust reformer' which will turn the rust to a black coloured patch. You should knock down as much fluffy rust as possible to allow the rust converter to penetrate. Screws should be removed completely then brushed with brass or stainless steel brushes. Remember though—"rust never sleeps"—it's likely to come back.

These are sealed bearings and they come in many different sizes. They could be in hubs, headsets, bottom brackets, pivot points in full suspension bikes etc
I have this single speed. This slots onto the freewheel the same way the gears do but with spacers to put it in line.
It would go inside. Those notches are for a nut to take of the hub.

I would think something like this would get it out.
Just last night I patched up my commuter. Washed it with a rag. Then alcohol wiped the rusty areas in preparation for paint. I painted it with the pen from the amazon link below. I don’t regret painting the rust spots with it. I probably would have used clear nail polish on the scratches if I could do it over. Instead, I used the pen on the scratches too. Just would have looked a little better

You should probably be able to use something much cheaper like this. That is a lower-quality set, but you can dig around. You do not need anything from FSA in particular.

You'll need to figure out the threads per inch and the size of the bolt. Take one bolt off and take to hardware store. Any decent hardware store can tell you the size. Sunlite makes axle extenders.

You may have an easier time finding a training wheel kit with extenders and return the kit you have. But honestly let your child ride a two wheeled scooter first. My neighbor had four kids. She had all of them to learn balance that way (no balance bike). She suggested it to me. My 4 year old skipped the whole training stage because he had better balance and learned to ride on the side of soccer field in the grass. Rule with my kids "it has wheels better have a helmet"
