Technically what you are asking for exists. These locks disable the bike from being ridden, but not from being taken. I've heard they are used more in countries/areas with little to no bike theft. The two main types I know of are disk or wheel locks.

- Disk lock - Attach to your disk brakes. Causing the bike to break or wreck if someone tried to ride off.
Wouldn't recommend either. You could do the same thing with a U-Lock, and the u-Lock would have the added benefit of being able to lock to a bike rack when available.

For a few dollars you can buy an adapter to use a "regular pump". I have a few of these and then I can use the same pump I use for my car tires.
