I just got this one and am pretty happy with it. It’s adjustable in brightness, has timers (4, 8 and 12hrs) and you can simply attach it to the table with the clamp.
This is what I used. I wanted something that stayed in the barrel. The inline pumps were either too loud or too expensive.

As it stands, the light I am using is this one I don’t yet have a mister, but I keep my indoor plants in a large seed tray I could add water to to help humidity.
I got one from Amazon for $89 and I think they are good. I am no expert. They haven't rust at all and are really sharp. I bought it two years ago .

Yeah I had the same problem week before last. I got a light to use on days that aren’t ideal outside. Not sure if this would solve your problem or not but it might be worth a shot.

It would probably be fine by the window. Apparently these can tolerate brief periods of cold even a little below freezing which is better than what a lot of other tropical species can handle. I bet that grow light puts out at least a little heat too so if you run it 16hrs a day then most of the time that will keep it a little warmer than the ambient temp. Lots of light is essential with indoor growing so you should give it a try.
If you’re worried about the temp, get one of these thermohygrometers to keep track, it’s inexpensive and works great. I have poor insulation in my house too so I keep one by my trees near the window. It doesn’t really get super cold here but even when it’s in the 20s the temp by the window doesn’t seem to drop below 60F which is plenty warm enough for even cold-sensitive trees.
