Prolly plaster gauze, or paper mache. Maybe both. the process is similar to a cast for a broken bone. You could prolly juat use some paper towels with modge podge too. Here's a link to the Plaster Gauze. You'd need a lot, But go all in. You would also need chicken wire for the skeleton. It would be tight if you shared the costume when you're done. I bought it for cheap off my neighbor! I looked up the model though and you can find them on Amazon
