I think you’ll struggle to find dresses with this neckline as it doesn’t seem to have carried with the time, but if you feel brave enough you could make your own dresses with these patterns here or here
It’s much easier than you may think. For a beginner it may take up to a week (a couple hours a day), but before you know it you’ll be making dresses in a couple days
I believe it says: Machine wash-if there's a number that's the water temp to use. Do not bleach. Iron (1 dot low, two dot med, 3 dot high) Do not iron Do not tumble dry.
Their washing instructions are stupid though because it seems like they're giving you instructions for the outside and inside material on one line.
I recommend machine wash and dry flat, no iron. It looks like the outside is a suede like material so you don't want to apply heat at all, even onto the inside material because you can mess it up easy even if its faux suede. I also recommend you get a garment wash bag so it doesn't get beat up in the wash.

These types of pleats are called box pleats (may help you avoid some of the school uniform looking ones when you're searching. I'm also wondering if the one in the photo was a midi-length that was shortened by a tailor because of how exactly it hits her knees.
Hard to tell the length in this one but it might be what you're looking for. Unfortunately it's vintage so it only comes in one size. There aren't as many pleats in this one but it's the right length.
Not sure where exactly you're located in the US but I've gotten mine from boutiques (I'm 5'1" and they usually hit just past my knees) and Amazon. Here's a link to one I've purchased recently.

Hmmm, you're looking for ones that look like this or this, right? You can try some more of the key words in those listings. Or if you can't find one to buy, there's not much more to it than just a strip of fabric. You can always go to a local fabric store or recycle from an old piece of clothing/linens in the color/pattern you want, and just cut to a length that fits your head.
It could be a cross bralette. Most of the online sites that sell them are pretty sketchy-looking. Amazon is probably your best bet because the at least the customer service is good. They sell a lot of stuff like this that looks like the picture.
Then again, the model might be wearing fancy panties, in which case these look the most similar.
Edit: Nevermind, you're probably better off looking on Amazon only. Most other websites are hella sketchy and quality is questionable at best.

That's the UNIF melt button down no longer available. Looking for holographic, iridescent or oil spill might bring similar results though I've never seen anything quite like the UNIF one.
