You can actually just run the VPN server on your Windows VPS, such as SoftEther, enable the protocols you want so you can even access it from your OS native VPN client, then set the firewall to only allow listening to RDS from that interface, done.
I am not sure specifically why these servers were picked. I will pass on your feedback about the EX servers. I am sorry they are not included in the sale. Inside the case is a normal Seagate drive which is sold much more expensive if you buy it as internal drive, but it is the same drive.
Of course nobody hyperscaler or Hetzner buys seriously drives from Amazon, instead they contact to resellers or factories and orders straight. But my point is, if you can get 16,6€/TB a seagate drive which has so much more extra, like I said previously, you can press the price near 10€ /TB when you really do business. Sorry if you do not understand how the pricing works.
Well, the behavior I'm experiencing with Hetzner's server is just unusual. My regular host is MediaTemple (a LAMP VPS that is considerably less powerful than the M90). As a test, I unzipped the WP CMS, which when unzipped is 60 MB, about 3000 files. Uploading the directories from that zip on MT takes a few minutes, and Filezilla does simultaneous uploads via SFTP. Everything is speedy.
On Hetzner, that same unzipped file is taking in upwards of 30 minutes to an hour. It uploads each file one by one, painfully slowly.

What exactly do you want the VM to do? If you use NordVPN, you will have NordVPN IP appear to the sites you visit on the VM. If you want to route VM traffic through your home network, then it will have your home IP appear.
If you use VPN on VM (with default gatway as VPN) and want to SSH or RDP to the VM, then you either have to add manual static route to your home IP. Or see if the VPN offers port forwarding and static IP. Alternatively you could try Zerotier which will just connect your home PC and Hetzner VM creating LAN VPN essentially and you can still use NordVPN default gateway on VM.

The easiest way is to define a DNS record in your domain registrar. They usually allow you to do that. You need a record of type A defined with the IP address of your machine.
The second easiest way is to tell your DNS registrar that your DNS servers will be the ones from Hetzner, then using the DNS service from Hetzner to create your DNS records:

Hosting your own DNS server is something I would put last in the list if you don't want to make things more complex than necessary.

When we had the old GPU server, we unfortunately experienced abuse/fraud from customers who ordered them. I believe that is why we haven't had any newer GPU-models since then.

That turned out to be a better solution than TOR. I'm running the cheapest server + NordVPN (OpenVPN) + privoxy + a set of scripts to control it through ssh.

Because you asked for comment: Generally "root servers" are standard products with a limited amount of customization options. The reason for this can be support (if everything is just the same it is easier to fix things if they are broken) or technically (it is just designed for this purpose as "mass product").
Not sure if it is possible to have another NIC - but that would not help you regarding failures. The switch and the root server have to be configured for e.g. LACP which makes things more non standard and complicated. Things can't be automated anymore. Also even if the nic will get it's own link with its own IP that have to be on one invoice for your server. If Hetzner is calculating the traffic over the switch port, then they have to "manually" calculate your new invoice with two ports (or just charge for two single root servers even if you only own one with two nics). The server racks are maybe standard configuration "for the purpose of standard generic root servers". You will maybe find the exact amount of switches needed for this rack. Also the bandwidth needed is maybe calculated. You can't just put another switch as backup into the rack for e.g. failover. The infrastructure in that area is not meant for it.
There are maaaaaaaaany other reasons why things are not possible on standard products (security concepts?) - I am just guessing what the reasons are for Hetzner. But that really makes sense.

At an Internet Exchange, all AS are basically connected via one giant switch. I am simplifying, mind you. Most AS are having a BGP session via the route servers, which reflect those routes to all other connected AS, while removing themselves from the route path, so the traffic flows directly the two AS exchanging traffic. Some AS do not peer with those reflectors and you do not receive their routes. For that, you are establishing a peering session, where you establish a BGP session with the other AS via the giant switch. You are using their public IX address to establish it.
A private peering is a direct connection on a separate Layer 1 connection, which means they pull a cable from one router to the other. They are using public IP, but they aren't usually reachable from the public Internet.
You benefit from a shorter route, because the traffic does not have to flow over transit and therefore also lower latency.

You see as a default is checked "default" but then you can select "dedicated vcpu" That is not a dedicated server which you meant. I was asking what is the difference between these, more specifically, is there more difference than a shared vCPU.
If you think it's a Hardware failure, try to call the support in your specific hetzner datacenter instead of the general support. They should be available 24/7, even on weekends.
Using cloud volumes might be the fastest solution, but syncing all the volumes at the rate you want might be an issue. Also, having as many copies of data might be overkill. Storage-boxes make sense for your use case. You should be able to mount them using NFS across all servers. Also, NFS works fine on these servers. There was probably some issue with your configuration.
Regarding the actual software that you run on the hardware you rent, the only requirements are what is in the system policies. Other than that you can configure your system however you want (of course, if you misconfigure it, you're on your own).
Specifically, DNS configuration is nowhere on these lists.

See paragraphs 6 and 7 of our ToS. Customers who have issues with them tend to be customers who do not respond to the messages from our Abuse team or who have repeat problems.

If you need help because of a hardware issue, for example, you think you need a drive replaced in one of our unmanaged dedicated root servers, you'll probably get a response in 4 business hours or less. We build and man our own DCs, so our own technicians are in the DCs 24/7/365 to help you with any infrastructure issues.

Why do you want to use Hetzner's storage box for this purpose instead of using a Cloud Drive, for example, Google drive or dropbox. A Storage box is great if you want to backup data from your cloud server, but if you want seamless integration with your OS, then Google Drive is far better. The price is also lower as compared to the storage box.
Note that I am not talking about regular google drive. The above point is related to the Google Workspace account. The cloud drive in google workspace comes with "Google Drive for desktop" client, which integrates very well with Windows and macOS.
