I wouldn't venture too far from the original Rangers jerseys, especially considering the subject. Something like this gets the point across, looks great and classic, and doesn't try and get too cute for a very touchy subject.

There's no real way to convert raster to vector. You can either perform some kind of auto-trace or live-trace but the results aren't that good. Just using the pen tool is the next best thing to having the official thing.
I know the Red Wings script is a modified version of Bookman Demi so I added the extra little tails and whatnot and here's what I came out with. I'm sure it's not an exact match but it's certainly close enough for recreational use.
$59 is more than fair for the amount of work that goes into creating something like that. Learn to make your own if you can't afford it. Blender is an open source 3D modeling program that you could use to create your own mockup. Good luck and don't steal other people's IP.
