Did you ever end up setting this up? I don't know if you've heard about software defined radios, but you can probably get started with everything you need for about $60, including the pi. For the optimal setup, it would probably cost a little over $100 with two sdrs, one for the P25 control channel and one for the voice channels.

Look into blue blocking glasses, they help A LOT these are what I use. They especially help against trucks as you describe as well as any other set of lights like if someone is cresting a hill, poorly aimed lights, overly bright LEDs, etc.
Before someone says it, I know I know we shouldn't have to do this but we can't control the world around us, so why not control what we can? Also yes, they can be worn at night, I don't drive without them.

People might tell you to stay out of the North Side/West End of Missoula, that it's the bad neighborhood, but I lived there for years and it wasn't bad. It might have been "bad" back in the day, but no part of Missoula is really bad in the way bigger cities have bad neighborhoods.
It seems the reason why people like Missoula so much is the outdoor recreation opportunities. There is hiking, rafting, skiing, floating opportunities very close by no matter where you live. If you're not into that, Missoula also has a fairly active nightlife. We have the most concerts in Montana (due to having the music college here) and also a huge First Friday scene. The English department is very strong and mostly diverse (I graduated in English 2005) and it's really easy to go see and set up readings or other English events. Every year there is a Festival of the Book (about October?) that's pretty big. They'll get bigger authors to come and do readings.
