If a site is using HTTP it is insecure. Information is passed back and forth in plain text. Yes HTTPS is not some magical bullet. If you are on a public hotspot or something you are vulnerable to MITM attacks via ARP cache poisoning or some other mechanism, but that is no excuse to not use HTTPS especially in 2018.
Regarding google selling certs. Who buys certs these days? You know Lets Encrypt lets you generate certs for free? And you can easily setup a cron job to auto renew.
TLDR If you value privacy you should not visit sites that are HTTP. Especially if there is any sensitive information being passed (email, passwords, address, etc.).
After it's released on the android play store it'll just be a matter of getting the APK (android install file), unpacking it (it's basically a zip), and then doing a little hunting to find their strings file (god willing they follow good coding practices. Normal android programming has all strings saved in a specific file so unless they're doing something weird or REALLY trying to obfuscate the code it shouldn't be too hard.).
It'll be mobile only, but there are android emulators for windows such as blue stacks or just buy a Chromebook that has support for android apps.
You'll probably need a Korean SSN to register a nexon account, I haven't looked into it. There are definitely services out there to do that though. I played the BDO korean beta and a lot of people were using them at the time (i had a foreigner ID number which worked). Something to look into when release is closer.
We could definitely put the strings file on google doc or something and get a team working on it. After it's translated we just have to repack the apk and install it as a 3rd party application.
It could get complicated if they do file checking or something along those lines comparing file sizes etc, but that's something else to see after it's released (:

Ldo, man, ldo. Seriously though, I get where you're coming from on this, but nuking some clans over others based on an arbitrary line in the sand is never going to go over well. I like many of the arguments for limiting clans, but the cat's out the bag already. This is yet another opportunity to get things right with a new server.
You can nitpick over the importance of community vs. economy all you want, but both are vital to an MMO. You said it yourself in your OP that clans provide free items, warps, crafting NPCs, leeching, etc. and make the game too easy. You also mentioned the wrecking ball vs. dynamite concept, which you instantly contradict with your suggestion of removing only some of the clans. Nuke them all via a new server, or very little changes. If there were only three clans for example, sure, the community would be less fragmented, but it would still be comically easy for new players. Games aren't fun when everything is handed to you.
