Edit: Ok, I just downloaded the original dos simant here: http://www.abandonia.com/en/downloadgame/250 I'm running it on Ubuntu through dosbox, which I installed with 'apt-get install dosbox'. If you do the tutorial you should have a pretty good idea of what the program is capable of

For what it's worth, I'm new here and I'm just assuming that the goal of openant is to recreate the original simant. Hopefully someone will correct me if I'm wrong.
There are free alternatives. I am partial to Teambox as a replacement for basecamp.
There are also other styles, like agile design. Pivotal Tracker looks promising, but I have not had much use with it.

Anyways, it looks like you're planning on starting over. Is it still gonna be in/prototyped in python?
