Not legal, but Nyaa.si is the site for best quality series. Just be glad they're actually subbed, because up until few years ago we didn't have that luxury. Legal is overrated anyway and sub quality is worse compared to fansubs

Um... Futari Wa is nowhere near that old. It came out in 2004. VHS was very definitely not the norm any more by then, and the show does indeed have a DVD release. In fact, here it is.
...DVD quality is likely the best you're gonna get though. The show was just a bit too early for it to be likely that it was actually produced in HD to begin with. I am seeing something about a BD release but it seems to just be, like, a compilation of a few highlight episodes or something, and is probably an upscale. Though at this point I am admittedly less certain; Concrete info about this BD was not quite as immediately available as I had hoped.
This is specifically from the book Drawing Fantastic Female Fighters by Hisashi Kagawa (character designer for Fresh) and Yoshihiko Umakoshi (character designer for Heartcatch).
It's pretty great and it's (obviously) entirely in English, definitely recommend it but with the caveat that it is not entirely a book about Precure but rather a book that covers their Precure works alongside guides and such written by them about character design and tips and such like that.
But still even having this is better than nothing.

For anyone who does not know, Heartcatch Precure and Magical Doremi both feature character designs by Yoshihiko Umakoshi (and yes Casshern Sins too).
He is one of the best to ever do it and a large part of why those two shows feel so expressive and lively. Blossom and Doremi are often drawn together because of this connection.
These items were purchased through either Amiami or Amazon Japan. Both ship internationally, but it seems from time to time Amazon.jp will impose restrictions and say certain items cannot be shipped outside of Japan and then reverse the decision later. The two Toei Animation works gave me that issue and I ended up buying the Go! Princess book new from eBay and my friend bought the other in a Yahoo! Japan auction for me.
The items are kind of pricey but I don’t think they’re too much more expensive than most anime merchandise these days. Hopefully this gives a good estimate if you are planning on making an order.
The ‘life-sized’ Cure Whip scroll was on sale for about $75-80 USD after shipping by the Cure Mermaid one was about $120. The Dark Precure figures were advertised as ‘used’ with damaged boxes on Amiami but ended up being unopened old stock and were maybe $30-40 each. My Yukari/Akira pillowcase was $85 from Amazon.jp. The Go!
