Not yet. apkpure still shows the current version. A lot of times you'll see the new version there before the play store. I believe the devs said they are working on addressing the stability issue before releasing, so it'll probably be a few days.
It's mobile only, but you can grab an emulator like Bluestacks and to play on your PC. I used to use it to play Guns of Boom with a mouse and keyboard. Wayyyy more fun that way.
I've tried RD on the emulator and I don't like the mouse control. It's faster to merge dice using your finger, but ymmv.
It takes you probably four seconds to find a couple of other versions with different sprites which plays the exact same as this game. Drag them unto to each other to upgrade. Aka it's a copy pasta game. The code is probably buyable for like 2 cents somewhere. So why invest money into something that is so easily reproduced by multiple companies. Why would they put money in their own game if they can just make well... another one with different sprites.

Use an other app than the official. I use Relay for reddit on Android. On iOS Apolo is often recommended.

I'm not too surprised there's already several games ripping off Random Dice, honestly. Whenever a popular game comes out, other companies want a slice of that pie. Happened with Crash Royale, Candy Crush, so on.
