A hand-held steamer will work, I would hold over big pan of boiling water for the first shaping (with tongs.) A larger garment steamer would be best though.

Depending on how much you want to invest in the whole thing, Dutch's shirt is a kinda low band collar, similar to this one (definitely recommend Historical Emporium if you're a fan of the style or for other period dressing needs). You only see this during the prologue section though as it's the only time I recall Dutch's shirt being buttoned up all the way, but it's what gives the unbuttoned look that extra flare.
In terms of style, there are plenty of options for striped band collared shirts around. I'm colorblind and can't really tell what the color of the stripes actually are but this "grandfather shirt" looks pretty close to me in terms of pattern with stripe width.

definitely agree we need more pompous scarves and ties. but seriously thanks for the inspiration, your character rocks the look great. i'm no huge western buff, so i'm usually just wearing period correct fisherman type outfits and the like. solid choice on the green coat, while i was looking at other references i saw him wearing that too and it looks badass.

This is probably the most economical and durable fur great coat you can get. Both are designs are Russian and the Central Asian republic’s armies. Anything else on the web that isn’t custom-commission will probably be horribly expensive and just for aesthetics. They’re not dark brown, but you can always die them if you really want to.
What you're looking for is called a duffle coat. Here's a version of one on Amazon. When you go looking for one in your size and style, you're looking for a short length (most duffle coats are midlength), and you'll want to find one that has a detachable hood. I'll keep looking and see what I can find.
