You need to stop messing around with the .exe by putting it into compatibility mode. We already told you that it breaks the 4GB patch and causes more issues than it fixes.
Go into your installation location > The Sims 2 UC > Fun with Pets > SP9 > TSBin and undo all of the changes you have applied to the .exe. Then right click on the .exe and rename it to something else, like BACKUP.
Download this .exe and put it into the folder. Right click on the new .exe and choose create shortcut. It'll ask you to send it to Desktop. Click okay. Run your game through that shortcut on the desktop and get back to me whether it runs or not.

Right click on it the brand new exe and choose create shortcut. It'll tell you that it can't create a shortcut here and it'll ask you to put it on the Desktop. Click ok. Go to your desktop and open the game with that shortcut.
You can send pics! Use this site, it should let you just upload pics and get a link with no registration or anything. It would be high performance that you want the game to be run in. This this shows what it should look like. Look under the Intel and AMD dual graphics section and see the second option.

If you can't get the patch to work, you can rename your existing exe to Sims9EP9.exe.Backup and then download this pre-patched exe. All you need to do is extract it and place it into your TSBin folder. The CSBin folder is bodyshop.
I'm afraid you're definitely getting confused somewhere, as all versions of the game work the same. But don't worry, we'll try figure this out. Can you open your file explorer, go to your Documents folder and send me a picture of what you see? Please make sure to include the entire file explorer window, including the address bar at the top and the navigation pane on the left (basically an image like this but in your Documents folder). If you're not sure how to share an image, you can use a site like this to upload the image and then send me a link.
Okay. Download the pre-patched .exe file here. Extract the file and put it in your installation location > Fun with Pets > SP9 > TSBin folder. Right click on the .exe, choose create shortcut, and when the pop-up comes up asking you to send it to the desktop, click ok. Then go to your desktop and load the game with that shortcut you just created. Let the game finish loading and then close it and check your config log.
Use the no-CD.exe here. Download it, extract it, then put it in your installation location\The Sims 2 Ultimate Collection\Fun with Pets\SP9\TSBin. Right click on it, choose create shortcut, then when the pop-up comes up, click ok. There will be a shortcut on your Desktop for Sims 2. Use that to load the game. It will bypass Origin completely.
Have you tried using a no-cd.exe like this one? (This exe is also pre-patched with the 4GB patch)
Go into your installation location > The Sims 2 > Fun with Pets > SP9 > TSBin and rename your Sims 2 exe to backup. Put the no-cd exe I linked into that folder then right click and create shortcut. Send the shortcut to your desktop when prompted and load the game with that shortcut. If you have any other shortcuts for Sims 2, delete them. You will no longer launch the game through Origin and it will hopefully fix your issue.
Your current driver was released 5/24/2020. The latest is 6/10/2020.
If you have 32GB then you'll still be able to use the 4GB patch no problems but that would mean you shouldn't be getting an access violation and the game should be recognizing more than 1GB of RAM. I'd suggest downloading George, the pre-patched .exe, as it seems like the 4GB patch hasn't been installed properly. Just delete the .exe you have been using and replace it with the one I linked above.
Go to your installation location. Usually it's in Program Files > Origin Games > Sims 2 > Fun with Pets > SP9 > TSBin. There should be an .exe called Sims2EP9 in there. Right click, create shortcut. It'll say it can't create a shortcut and ask if you want it sent to Desktop. Click yes.
If you don't see a Sims2EP9.exe file in there, you can download this one. Download it to your desktop, unzip it, and then move it into the file location I wrote above. Then right click, create shortcut, and send it to your desktop.
this probably falls under misc, but to take in game screenshots that look nicer than the in-game camera i use lightshot
it works when you have the game in windowed mode, but not normal game function.
Piggybacking on this, which is all great information. Go buy a can of air and blow the air on your laptop in any part that's exposed. You may be surprised at how much dust comes out.
