People are bad about reusing passwords and because of this many of them end up in breaches. The hackers take these passwords and try them on all the services they can to see what they can get access to.
To make money they take the accounts that let them in and either sell them or use them. One way to use them is to go on Twitter or anywhere and say they have a 50% off order option for things like Skip the dishes or DoorDash. People pay them and they use the accounts they have access to and order the food. The hacker is fine because the food goes to someone that's not him and makes a quick buck. Since there are so many people who reuse passwords there are a ton of accounts to steal from.
To keep this from happening again you need to stop reusing passwords. Check out https://haveibeenpwned.com/ to see what known breaches you're in and get a password manager to generate and store your new unique passwords.
