A good link i like to reference is allthefreestock.com. It agregates multiple sources of free CC0 materials. You will find multiple website that allow you to download free website templates
Another place to look for those shiny free links is Awesome Lists at github. For example this one called Awesome Stocke Resources it has a chapter for free templates. Maybe other Awesome lists exist that i don't know of. Share them if you find some :)

The only free stock image resource I use is http://allthefreestock.com Searchable directory that searches across loads of other stock sites (stocksnap.io included)

You could always use stock images if need be: http://allthefreestock.com. If need be maybe even pay for images on a popular stock photo site like gettyimages.com, photodune.net, stock.adobe.com, shutterstock.com.
Besides that you can assist the client in finding a competent photography in their city/state/country who can take the photos for them. Do you know of any photographers in their area?

The British Library released a huge collection of images into the public domain. That might be a good place to look for the German Refugee 1945
You could also have a look at this allthefreestock.com for a list of useful sites, nearly all images are free for commercial use but I would double check the licenses of images are want to use
use this and double check the image license from the site you end up finding something on.
Its a mutli-site search for stock photos. Anything other than CC0 will leave you attributing the site/author on the artwork somewhere or you will have to purchase the image. Getty/AP images have THE BEST photos but you will pay 200-500 dollars for good ones...leave that to news bureaus or large companies.

sadly no, id you subscribe to sites like death to stock photos they do email you 10 pics every month or something liek that.
You best best is to go to a stock photo site and download them :) All The Free Stock might be a good place to start.

It works for static files ( html, css, etc ) but I don't think you can host php stuff up there. If you want a blog you can run a Jekyll powered one. Hope this helps

I doubt that a stock image is going to give you any noticeable reduction in rankings.. Google has the technology to understand images, but it's not in their ranking algo yet, and while they can find images that are similar it's pretty basic tech..
