Just sort by newly released. I've played games before that had just been released minutes prior. I've played games before the devs knew people were playing them lol. I wrote some suggestions to one dev, and their response was, "how did you even know about my game!?"
I recently made a more focused list of free games with a Google spreadsheet and everything. Again this list is not 100% tested with the gamepad mod but out of the about 110 games I bet 100 them will work fine.

One thing of note is that XCOM2 is published by Feral Interactive which rarely if ever do sales, with Grid been the exception having had 1 sale (Check the price history on any of their games, see link below) So I wouldn't bother waiting for a sale as its highly unlikely to happen and if it does you could be waiting for a long time.

It is one of the more higher price premium games. In saying that I picked it up myself during this 51% off sale earlier in the year. I didn't know it was on mobile either until I saw this marketing sales push they had.

If I was picking between this and XCOM 2, I think I would go for XCOM2 first personally but both games offer many hours worth of gameplay. I have both, paid full price for XCOM2.

For DS you DraStic is the only emulator to consider, the $5 is nothing compared to excellent emulation it offers and free DS emulators will only frustrate you. I personally would go with the phone. You already have the PS4 controller so you can test it now to see if you want to stick with it. PS4 controller works well for me with my phone via OTG but some have success with Bluetooth connection as well. You can buy a phone clip for the PS4 controller if you want. Even if you don't already have a controller I think it's worth it to buy a Wee 2 or XB1 controller vs other options.

I don't know of a tool as specific as what you're asking for, but with a little effort you can get those results with AppAgg.
You can't see all the games at once, you have to pick a category first. And you can't filter by region, so some of the results may not be available where you are. And you can't filter to a price range, but you can sort by price in descending order, which should get you to the $10 and up range reasonably quickly.
Unfortunately, the problem doesn't go away just because you're out of free game territory.
The most expensive "action" game this site could find is Hidden Object Mystery 3, which apparently costs $350, but it's not available in the US. The next most expensive, however, is Blocky Monsters Smash Full, which only costs $180, and which I can confirm is the actual price displayed in the US App Store.
By the time you reach page 2 you'll already be at $10 games. For that much money you could get Fox Boi Runner, Basketball Monster Hugo or Granny Fighting By The Sea. (Actually, all three of those are made by the same dev, along with many other terrible sounding titles.) You'll also find SteamWorld Heist and other games made by game devs you've actually heard of in this section and price range, but if this site's download numbers are accurate then it's pretty clear why devs don't bother releasing very many paid games in this price range on mobile. Which I'm sure isn't helped by the fact that it's virtually impossible to find a game that's actually worth a shit in between all the games that are actually just shit.
