I'd also recommend CDisplay. It's a very simplistic yet fully functional reader. I've been using it for years. I'll occasionally try other readers but I have always went back to CDisplay.

If you head on over to retromags you can download a cbr copy of the mag. I used to scan for them. Thanks to E-Day at Retromags for this copy. He's done a lot of scanning there. You may also want this cbr viewer. Or you could just unzip the cbr file and view the pics with any image viewer but CDisplay is awesome.
As rakmorgar said, if you get 7-zip, you can extract the pictures in it. If you're new to manga, it's also read in mirror-image to English comics, from right to left.
Optionally, you could also get a comic viewer like CDisplay (if you use Windows), and set it to Japanese mode to make it display pages from right to left, then just open the RAR file with it - but that's really not needed unless you plan to do more comic reading on your computer.
The obligatory judgmental part: You should really support artists and publishers by buying comics and this could easilly be solved with a google search.
The actually helpful part: CDidisplay
Software that's designed to make reading digital comics easier. The files I have are in a cbz container, so without a comic reader you'd need to unzip them and click on each png file separately. With a reader, you wouldn't need to do any of that, double-page spreads would be displayed seamlessly, you could scroll through pages, etc. There's plenty of lightweight readers out there. Cdisplay is the one I use.
As someone who gets a hell of a lot of use out of cdisplay ( http://www.cdisplay.me/ ) I am kind of amazed this never occurred to me. This looks fantastic, the worst part of reading comics on a monitor is frequently dealing with looking at a big detailed image in a natural organic way.
Hey people. I tried to make a compilation of translated doujins for the dudes (and maybe gals, don't wanna be sexist in 2018 Kappa) who just can't muster the efforts to download all those doujins.
Currently, the collection counts with 85 translated doujins, ready to be downloaded and read for your pleasure (literally)
I only chose what I deemed "good", with "good" meaning : ( quality art + good/sexy shots ). I may have passed some good doujins while I was downloading for hours on end, don't be mad at me, instead, tell me what I missed and I can maybe add it to the pile. Only translated ones tho.
Naturally, you must think: "Man, I have all these doujins, but the default image viewer sucks ass for reading these!" and I come to you with the solution, a free software called CDisplay, that was built specially for reading manga and or doujins, try it, It's pretty good imo (and the best I could find)

I cant say for the stock windows photo reader.
I personally use JPEGview as my image viewer, i find it very flexible and minimalistic. It has preset speeds of 1,2,3,4,5,6,7,10,20 seconds for slideshows.
Another viewer i know is fairly popular for comic and manga use is CDisplay. I havent used it in years so i cant comment on slideshow functionality.
I only have it in cbz (same format as cbr). It's just a comic book archive format. (A cbr is actually just a rar file with the file extension renamed to cbr, while a cbz is just a zip file renamed to cbz)
I use CDisplay on Windows (Windows 7 specifically) and Moonreader on android.
