Looks like it's applying a compression algorithm when delivering your pages. Are you using the Data Saver extension?

Можно еще использовать Falcon Proxy + antizapret proxy для обхода блокировок.

The site is owned, coded, and managed by /u/dxprog. Many prefer to use it because it doesn't compress larger images and does automatic repost checking.
Depending on how your work blocks stuff, you might be able to bypass filters with HTTPS or by using a proxy. If you're on chrome, the Google datasaver plugin works really well in my experience.

You don't have a lot of/any choice in ISP's in Nashville until Google Fiber comes to town. Until then, the best thing you can do is try to reduce your bandwidth usage. A couple of tricks may help you stay under.
The most common bandwidth hog is video, and a number of sites have started auto-streaming video (I hope the MBA who thought that was a great idea has a date with a cattle prod).
Try this to disable auto-play. You can still play videos you want by clicking the icon in the window.

Also, add AdBlock Plus and FlashBlock to block other annoyances.
Also, some ISP's have a time during the night when downloads aren't counted against the cap. My parents use WildBlue, a satellite ISP, and downloads between 12 am and 5 am are free. You may be able to configure your computer to download Windows Updates and other updates during that window to save yourself some bytes.
If you have a time window that doesn't count against your downloads and you use services like Netflix, try NightShift. It allows you to download NetFlix video when you want to, and watch it later.
Or switch services. I believe Amazon Prime allows you to download video and watch it later.
I have a huge collection of movies from the $2 bin at MacKay's. I've ripped them and can serve them to any TV or monitor in the house from my Plex server. If you watch something a lot, you might look into buying the DVD's and ripping them.
I don't think you've outright said your problem specifically, it sounds like you have very low bandwidth and are trying to make the most of it.

It works in the same way as in the Chrome app on a mobile device, by redirecting non-https traffic through a Google proxy, it also compresses images as well so most pictures load faster with no noticeable difference in quality.
As a workaround, if you're using Chrome try the data saver extension by Google its the same one that works on the Chrome app on a mobile device. It uses a google proxy and should in theory be able to reach imgur via it.
Chromebooks do have a hosts file, but it isn't modifiable. You'll have to use an ad blocker extension. Ad Block plus is one.
Another, and perhaps more useful tool on your chromebook is the "Data Saver" extension. It's by Google itself, and is intended for people in your exact situation.

I would try data saver for chrome. Not sure if this will track usage outside of chrome itself though, let me know.
Pro Tip: The Data Saver extension for Chrome gets around the UK ISP block as it proxy's via some Google service, and you can tie it to a specific Chrome user so your main user is not infected with an extension you probably don't want for personal data.
