Here is an option that I ran across a few days ago. Was recommended on the irfanview website. It does not seem to work with the Photos app in Windows 10, you have to use the Windows Photo Viewer unfortunately.
You can download a plugin that adds that file format to the old Windows Photo Viewer. It even adds an option to convert to .jpg in the drop down menu when you right click a .heic file. Been a life saver for me at work.
I believe what is happening is that images taken on an iphone are in HEIF formant, signified by their .heic file extension, which is not supported by windows. I found this tool from a quick google search that may be able to help (https://www.copytrans.net/copytransheic/).

You need to install HEIC for Windows. This will allow you to open HEIC image files and iPhone videos. Both open and preview in Windows.

At least this one has finally a solution, CopyTrans released their free to download CopyTrans HEIC for Windows. It installs a system wide codec together with a right click option for on the fly JPG conversion. Didn't test that one, but the codec itself works flawlessly, explorer thumbnails included.
Now if only iCloud Photo Stream didn't automatically convert HEIF files into JPG when transferring them to the computer.... but I guess that's the new Apple, everything half done.

There are already several converter apps, however we tried to made a more integrated and elegant solution (I am the main dev that made it ;). A free HEIC plugin for Windows that allows you to explore and view iOS 11 HEIC images as normal JPEG.
You can also actually convert them to JPEG if you want, just right click on HEIC file and select "Convert to JPEG"

The latest version Photoshop also supports HEIC. For other viewer/editors will depend if they have native support or are compatible with Windows image format plugin system. If they are, like MS Office, it will work too.
