There are several free and low cost courses online. A few from prestigious schools, such as Harvard. You may not get a degree but you'll get the knowledge.

Coursera offer open online courses for everyone all over the world. Some even have certificate. There are a few more, CourseBuffet and University of the People (world first free university, although you have to pay some fee for the degree cert).
As for stationary university, you're out of luck if you were homeless. Same situation I had, I wasn't able to continue my education once I was homeless and until then I had to find a place/address in order to register for the study.
