Could this indicate that the game will focus heavily on characters like ck2? Or could this be just a loading screen similar to eu4.

It is the time period from when crusader kings ends until 1821. Its a totally different play style from ck2. I think the learning curve is a little harder than ck2 as well. Much fun once you start to figure it out though.

The only game I have ever preordered for 50$ was Europa Universalis IV from Paradox Interactive, mostly for the great bonuses (a free game amongst them) and because I thought they deserved every penny.
Since I was jobless at that time, I literally saved money from my allowance my parents gave me (I am freaking 29) to survive.
I was there ,waiting at launch date, with all the fanfare. It was really a high point in a dark time in my life. The game goes live and it is freaking unplayable. Lags all over the place. I am forced to wait 1.5 month for a patch to make it play, and the worst of the worst is that by that time the game is at regular sales at 15$ and lower.
Pre-Orders, Never again.
It almost turned me back to piracy , but Steam held me from descending to that place.
While completely different in style and gameplay, I found the Paradox Grand Strategy Games are hitting right on target. Quasi turn-based and at least the same level of complexity. I like Europa Universalis IV a lot and there's also quite an active subreddit for it, /r/eu4
You can look into grand strategy games like Crusader Kings 2 or Europa Universalis 4. These games are multiplayer empire building games.
You might get a little something out of it but it looks to me that the 220 is what would be limiting your speed vice the CPU. I say this as the EU4 recommended CPU is the Pentium 4 2.4ghz which performs substantially below the Celeron you already have. While the minimum requirement for a GPU is the Geforce 8800 (512mb) which performs a lot better than the 220. You might be better off buying a new(er) GPU vice the CPU.
Right click on EU4 i your steam library -> Properties -> Beta tab. 1.9.2 isn't really a beta version, it's an old version.
I'm guessing that this won't help though. I think your problem is your graphics card.

I'm using a Radeon HD 5750 with 1024 MB, so technically you can drop a little below the minimum specs, but I think you're too far below.
Not in the genre of games you listed, but Europa Universalis IV has a stupidly high amount of re-playability if you like these kinds of games. There's Also a Crusader version of it if you prefer an early time period + more in-depth RPG elements.
