This game kinda reminds me of Evoland, except instead of everything changing it's only the character.
Though now I want them to play Evoland, since it's a pretty neat game.
There are actually (at least!) two projects like this already. One is Mimeoverse though the project has since been shelved I think. There's also Evoland which is short but has some really neat concepts. They're currently working on Evoland 2 which expands on the same concept and shows the evolution of gaming outside of more than just RPGs.
This idea reminds me somewhat of Evoland, and I love it! It's much more satisfying to have something this visually different to look forward to upgrading to, as opposed to the standard CookieClicker upgrades.

this is a fantastic idea - like Evoland. Start out fighting "Mr. Game and Watch" and by the end it's Agent 47. Clip art is terrifying.
Additionally, on the theme of placeholder assets, what if all of the NPCs in the protagonist's world aka "real life" started being as creepy as Dark Stock Photos. So no single antagonist, but everyone else who's not a main?
It starts out as peripherally strange ("is that guy using a banana as a phone?" and "what are all of those cheerleaders laughing at on that whiteboard?" or the like) then they turn their attention to Pro Tagonist.

No, the "original release" that I'm talking about was a Ludum Dare. That's literally where the idea came from. And frankly, that was fucking awesome. Then, they decided to turn that into a full game, which became Evoland 1, which had a TON of development time, and a lot of serious thought put into it. It was very much a "fully fleshed out game", just as much as Evoland 2 is.
And they fucked it up. Just straight-up, the game could have been SO GOOD, but they ended up turning it into a really generic, crappy RPG, rather than making it into this fantastic evolving experience.
See here, the original Ludum Dare Evoland. Then, see here for the lead-up for Evoland 1. Vastly different games, and "Evoland Classic" (as its known) is far superior, despite only being an hour-long game.

As for the design, it's taken from Double Twin (with permission), which is a Triple Triad parody minigame in the indie game Evoland.
Tacking on Evoland too, it honestly is a tribute to gaming overall as it's shtick is that you progress through different eras of graphics/consoles as you play more into the game.
You might enjoy Evoland! It's a short game that follows video game evolution, specifically of the sprite-based RPG genre. As you play, you unlock next-gen graphics, music, UI elements, environment designs, and gameplay mechanics, so your play experience gradually shifts from black-and-white Gameboy-style Zelda to fully 3D FF-style ATB system. I've only played through the FF7 era, but it has been very enjoyable so far. I wouldn't classify it as a full game, though -- more of a novelty experience. :)
Some homages to classic Zelda that are worth playing:
3D Dot Game Heroes: Amazing homage mostly to the original LoZ and ALttP, with references to many other classic series such as Dragon Quest thrown in. Unfortunately exclusive to the PS3.
Evoland: Homage to classic 2D Zelda games and the Final Fantasy series through 7 (with a little bit of Diablo thrown in). It's very short and more of an art piece about the history of the action and rpg genres. You can play the original demo in browser here and buy the full game on humble, steam, or GoG.
Quest for Thelda: More a shameless clone than an homage, made in 1989 for the Tandy Color Computer (TRS-80 Coco) 3. You'd have to emulate it.
