Anyway, I usually refer to this page when dealing with fake SDs, maybe it could help you if you're willing to wait for it's long tests to run.
But, if you got 70GBs legit in it, it likely isn't a fake card, just a defective/dying one, which is still bad because SD cards can't be formatted to skip dead sectors and require replacement. :S
Also, consider testing the problematic microSD card with a utility that checks whether it's a fake or not. FakeFlashTest is the best way of doing so.
Unfortunately you've reached a $12 conclusion that everyone else has reached a long time ago.
Any memory card from China/eBay or what have you that is significantly discounted from normal retail cost or the price is too good to be true is most certainly a fake card. You can find hundreds of examples of this and tests users have ran.

there's just enough components to let the computer THINK it's got memory, but when things gets written and is unplugged, nothing is ACTUALLY saved on the drive because it doesn't have any actual space

If OP is lucky he might be able to re-format it and use it as an 8GB card or however big it really is.
Make sure you've formatted it with this utility.
Make sure you test it with FakeFlashTest first, as well.
Im gonna say your SD has corrupted sectors . Even though you formatted , a 'quick format' usually doesn't fix bad sectors . A similar thing happened with my 64Gb card .
What you should do is get the official SD Formatter (free) from the SD Association : https://www.sdcard.org/downloads/formatter_4/
Once you've got it , put in your SD and run a format as "FULL (Overwrite)" . This will run a full format that overwrite corrupted sectors with 0's . It will wipe all your data , and it will take a lot longer than a regular quick format .
Give it a try , and then use FakeFlashTest (free) from the very bottom of this page : http://www.rmprepusb.com/tutorials/-fake-usb-flash-memory-drives . Run it on the newly formatted SD by clicking "Quick Size Test (Destructive)" .
If you get errors , try to format the SD again but this time using "FULL (Erase)" as the Format option .
And then test it again . Hope this helps .
The full (slow) test is actually a test written way back in 2007. Back then, the average flash memory size was 1GB and the test would take 5-10 minutes to finish. for 64Gb memory, it might take hours.
People have commented that copying really big files to the card and checking if they are successfully copied to the card is an even faster test. This option might be faster for some people.

The flash drive could be fake. Its normally SD cards that are faked, but I heard of it being done to flash drives as well.
Basically their is a header on the storage device that says it has 'X' amount of storage, which your computer takes for granted; The computer doesn't actually test how much space is available.
I currently use This fakeflashtest.exe to test all of my SD cards and flash drives.
I have found that every single 32gb SD card that I ordered that cost less than $10 wasn't actually 32gb. The 10 SD cards tested ranged in actual sizes of 16gb down to 32MB (yes, 32mb advertised as 32GB).
Now every time I order a cheap-o storage device, I can test it right away and log the discrepancies; at which point I send my findings in via complaint and I usually get to keep my money AND the SD card.

Have your friend use a name brand SD card bought from a reliable reseller. There are a lot of FAKE SD and Micro SD cards where they flash the card to report a larger storage size, but as soon as data gets written to the faked area it corrupts.
