It's an rss feed, which stands for Rich Site Summary and is often called Really Simple Syndication.
I like using Feedbro, which allows me to get desktop notifications when a feed updates. I use it for certain subreddits, my reddit inbox, select twitter feeds, instagrams, some podcasts (like The Adventure Zone and My Brother my brother and me), blogs (like Stardew Valley's dev blog), a couple of gaming websites, steam's news feed, Rooster Teeth's store, some youtube channels since the bell has been broken for months for me and I no longer get email notifications, a few friends' tumblrs to keep abreast of what they're doing, giveaway of the day, and a few comics I read!
It's been a real boon for me because it lets me keep on top of sites that I don't check nearly often enough. Like I would forever be missing giveaways on here if I didn't have it rss'd.

This might help your issue, and I do not like to advertise for others, but today,on GiveAwayoftheDay, they are advertising free license for PDF Fixer, which may or may not help with this or other PDF problems. It claims to work with PDF files that some other tools cannot. It may or may not help with the jumbled words, if it has anything to do with the PDF's internal tables.

If none of these work I suggest having a poke around google, it seems like an issue that can affect some user computers preventing them from installing applications in general. :(
If you don't mind paying for Premium, Mirillis Action! (exclamation mark in the name) has no FPS drops and the files are super tiny.
You could easily fit an hour of gameplay at 1080p 60FPS in an 8GB drive (12 min = 1GB).
They have a 30 days trial that you can test, but I don't think all the features are included in that. Hardware acceleration is definitely in, which is exactly what you want for tiny files.
Edit: Welp, it's free now. No reasons not to get it now while you can!
