I send maybe 200 emails a day. My biggest issue was with knowing who to follow up with when I don't get a response. Those leads would fall through the cracks.

I am using zigihub.com for 20$ a user and its good simple tool it also has email facility and also you can track your opens clicks and get notifications against those. what you are looking at looks expensive though Hubspot.com is good but for those services it may cost you a lot.
Check out zigihub they have tracking feature notification for email opt for their startups offer they might not give it completely free no one gives as what hubspot.com has done to you but its way cheaper than others.

There are many tools available but i am using zigihub currently as we are a small org., worked on Hubspot sugarcrm but they don't come cheap as you have mentioned the budget it may get you around 800$ -1000$. You cam manage you contacts automate you campaigns good lead scoring tool and reporting as well.
For small nonprofit Hubspot and other tools might not be suitable as they dig your money for every service they provide. you should look into zigihub they have really great contact management marketing automation software which allows you to do all what is mentioned above. if you are a startup look for the pricing page some special offers.

For young B2B startup i will not recommend Hubspot or Salesforce as they are pretty costly tools and if you want to upgrade the service they charge heafty amount. i would recommend zigihub as the tool is build for startups and mid-businesses and we are currently using the same tool in our organisation.
Switched to zigihub.com after using hubspot.com for few months, where we came to know its very expensive for our startup. What is loved about the feature is where my leads goes directly into my CRM lead column after he fills the form. I can see the analytics like from which website he came from like what Google does and the city and State too. which is very unique. i got it for very reasonable price. Where i came across a good Startup deal from the platform itself
You may want to check the content on hubspot.com. Whether or not you use their product, their content is extremely valuable. There are articles about creating landing pages, creating Contact Us pages, SEO etc etc. They have several blogs, I would definitely check them out. They even have training / certification classes on marketing /social media/SEO. I also really like the Inbound Marketing methodology. I don't work for them or have any personal stake, I just think you and other business owners might find their content useful.
