-Install Avast, run it's Boot Time Scanner
-BitDefender has a free USB Linux distro that auto updates and scans (https://www.bitdefender.com/support/how-to-create-a-bitdefender-rescue-cd-627.html)
-Use AutoRuns to disable whatever is starting up
-You can also pull the HardDrive and plug it into another computer as secondary hard drive and run scans that way...
Junkware Removal Tool by Malwarebytes is also a great program that you should consider running.
Please note: This is an intensive program, it may give false-positives. Before removing the things that may get found in the scan quickly look over them to make sure nothing you use and know to be safe gets removed.
It very often detects pirated programs as malware.

Edit: You may want to run CCleaner to remove files you don't need*(I don't recommend running the Registry cleaner unless you're tech-savvy and have knowledge about that sort of stuff as it may remove things you need)* and you may also want to look through your Program Files and AppData folders and see if there's anything suspicious there as well. Just Google the folder names if you're unsure what they are, like "library_dir folder".
Junkware Removal Tool and ADWCleaner by Malwarebytes are nice tools to use as well. I recommend using ADWCleaner because there's an option to remove all traces of the program after using it.

Well that's just nasty. Try JRT too. Its a pretty good little tool. Then run MB and adwclearner again just because fuck leaving any trace of it if possible.
close all anti virus software. then run this program:

also you have patch and random numbers update correct?
Use adblock or ublock, so you won't even see those ads at all. Maybe it wasn't that important registry key, adwcleaner is deleting useless services/scheduled tasks installed by junk software too.
Or you can try Junkware Removal Tool or ZHPCleaner for even more adware detection if you want to be sure.
I seen it's nabbed the files, but I don't see it catching the startup execution.
Try hitting your system with JRT too. It should nail the rest.
In Autoruns, look for crap in the following tabs: Logon , Scheduled Tasks, Services, Boot Execute, Image Hijacks, Winlogon
If you are still having difficulties, you may want to try doing your scans again in safe mode.
I like hitting computers with JRT too. Try this now before safe mode, then reboot.
Something as simple as the shortcut you click to launch Chome could be infected, if you check it's properties you would see. If you have no clue what I'm talking about uninstall Chrome then run CC Cleaner, reboot then install Chrome.
Since Steam uses the Chromium framework to display web content, it can get infected by malicious extensions and scripts like any other browser, also some viruses add a DNS Lookup List which interferes and modifies web content.
NOTE: A restart could be required after doing each scan, so reboot when you have used one if it asks you before starting the next.
Do a FULL scan with malwarebytes (enable the trial period for premium so it will block potential requests from the adware).

Press Windows + X and choose command prompt (as admin), then run this command ipconfig /all and see which says in the DNS lookup list line. (You must probably will not know how to differentiate between legit and rogue ones, so post an screenshot showing it, BE SURE to blank mac address (physical address), IPV4 and v6 IPs from it before posting)
