MacID is an OS X app with an iOS counterpart that allows you to unlock you Mac. There also many others that do this in OS X.

FingerKey is another one.
UnlockID is another one.
You might be able to contact the developers of these Apps and see if they have any interest in doing this in a Windows environment. Since they already have a working OS X app they might be able to port to Windows (but I'm not a developer so I'm not promising anything)
You must check out MacID. I've been a Mac user for a decade and a new iPhone user (2.5 months). MacID is a cool app that uses Touch ID to allow lock/unlocking of Mac via iPhone. It even works with my Pebble smartwatch. Worth the price. Check out http:/macid.co
Recommending MacID to get around this, on OS X anyhow. The OS X client has a tap-to-unlock feature that lets you create a custom multi-finger tap on the trackpad that automatically enters your password into password fields (including, but not limited to, the login screen.)
I think you have to buy the iOS app and pair it with your iPhone in order for the OS X client to work, but it's only $4 or $5, and well worth it IMO. It also supports proximity-based locking, and Touch ID locking/unlocking, but the tap-to-password feature is by far my favorite.
Maybe pairing isn't the right word then? I have an app on my iPhone and Macbook called MacID that lets me unlock my Macbook with my TouchID, copy clipboard contents, etc. I need the two devices to be connected through BT in order to work.
So, I purchased this at full price. It is pretty neat, but I have an issue that should be noted on the documentation.

I had knock for a while but moved over to MacID because it's got so many more features, the developer has said they'll also be support Watch but are waiting for dev units to ensure functionality.
