I don't think that the unlimited streaming service is really worth it unless you completely missed the last generation or you've never owned a PlayStation. Check out the games list and if you think that the library is expansive and deep enough to merit $20 a month, then go for it.
Personally, I've played most of the last gen games on the list and I don't find the library big enough, but if it looks good to you, go for it.
For PS4 exclusive games, it depends on what you're willing to pay. Games haven't really come down in price that much yet, so you'll probably be paying $20+ for most of the games you get.
On the cheaper end, there's Dynasty Warriors (pretty much no story), Sleeping Dogs Definitive Edition (good story), Tomb Raider (decent story), Watch_Dogs (I found this totally forgettable), Shadow of Mordor (I thought it was really fun, story was forgettable, though) annnnd... I think that's about it. Actually, I don't think any of those are PS4 exclusives. Nevermind.
The cheap side of the current gen library is mostly rereleases or launch titles, so it's not fantastic quite yet.
You can do a monthly subscription or rent the games individually. You can learn more here. I use WiFi for my PS4 and have very few problems with it.
This is true BUT if you can afford it I think you should invest in a PS4 as not only will you be able to play the current gens exclusives (which are some of the best games of all time imo), a PlayStation Now account will give you access to literally hundreds upon hundreds of current and previous gen games for less than a tenner a month.

If the games that you want to play online are available on PSNow, you would be able to.
However, there are not a lot of PS4 titles available (it's mostly PS3). It's a streaming service, so you kinda take what they give you.
If you'd like, you can go to this page and click on the "View All Games" button (it's the second one on the page, next to the picture of Nathan Drake). Then you can CTRL+F to search for a game title you're thinking about.

It's honestly one of my favourite things about Sony, a huge catalog of PS3 games and some PS4 games that stream to your ps4 or recently PC. It's not perfect and depends a lot on your internet speed, but the price is reasonable for what is basically netflix for games

It is a great game for sure, well if you went with the 1060 you could just use the psnow service and play it on your pc. i don't know where you live or how much the service costs. I am just saying its a possible route to get both things you want, and Read dead redemption is coming out later this year pretty sure it will release on PC.
You can use Playstation Now! Do people not realize this is available? PS4 has had it for a while now, effectively providing backwards compatibility... for a price.
