I've been using retro-jrpg maps for stylized game battle maps for... well, years now.
"Recent" iterations of the RPG Maker series come up on sale at Steam pretty regularly.
RPG Maker XP, while old, is one of the most powerful and flexible map editors the series has ever had, and it's base price is just $25. And if you're not worried about it being playable as an rpg, could do absolutely everything you'd ever need it to.
All of them have a pretty small learning curve for map making.
Also, there's RPG Playground that, while limited in times and things, has a decent array and is free (just take screen caps).
I think everyone should try The Legend of the 3 Oebs

It's short, it has very good scenarios, music is well placed and it explores some techniques as riddles or labyritnh. It gives a good idea of what can be done with this engine.
I'm gonna suggest my own engine here, so I hope that is no problem :). It is super easy to use, but also very limited. You can get the hang of it in 15 minutes or so, without needing to know anything. Just check it out and if you hit the limits you can always try a more powerful engine like RPG Maker or Godot.
