I don't quite understand the UGC angle to this, there are already services like:

Uploadcare makes it pretty easy and has nice features + pricing, supports cropping + a lot of image operations via their api. They support social accounts as well so people can add photos via facebook, dropbox etc.

Yeah I somewhat understand but also its frustrating, I ended up finding uploadcare being a great workaround works seamlessly with Webflow forms too.

Maybe https://uploadcare.com/ can save you time/bandwidth and make upload work for mobile. I haven't used it for that. I am trying to get it to work for a simple CDN for static pictures on my page to optimize that.
Maybe it's easier to divide your team by departments, or your backlog by 2-4 week iterations? From my experience (using Trello for 2 years for Uploadcare), it's always better to stick with 1 card = 1 task = 1 person, no matter what.
