Video Hub App (github) is quite decent at handling video files in general. I use it for my collection and while the UI could be polished a little bit more, it's quite the app. /u/yboris created it.
I was so frustrated that there was no good option out there to browse & search a video collection, I spent nearly half a year creating a piece of software to do it.

Thank you for the tag! Facial recognition is something I want to add to Video Hub App this winter (I have the first part of the code done, just need to spend more time on finishing the feature). In my case there would be no internet calls - all the facial recognition would be done locally on your computer, and could work on Hollywood or home videos too (not just porn).

I think it's best to use separate applications for your videos and photos. For photos, Picasa (you can still find a download for it) does a great job with face detection and organization.
For video, I'm hoping to add the face detection feature into my Video Hub App in the next year (already have a prototype, but it will take a while to write the code that works reliably well).

This may not be a perfect fit, but at least glance at the software I wrote.
Video Hub App will create a gallery of all your videos, letting you scroll through screenshots without opening the files. It has tags you can add and everything gets stored in a single file (and all the extracted images in an accompanying folder). You could keep the file & folder on the external hard drive for privacy.
This does not in any way work with the phone, so if browsing videos on the computer isn't your thing, this may not fit well 🤷♂️

Sorry unsure about an online solution, but consider trying Video Hub App -- an application I created to help with browsing, searching, previewing, and organizing large video collections.
The key feature is screenshots of videos on-mouse-over, and the videos don't have to be accessible locally (the app is particularly helpful when videos are on external hard drives). Like a catalogue.

For certain kinds of files you might want dedicated organization software (PDFs are rather different than MP3s, etc).

I'm a developer, just released a new update to my software 4 months after the last release.
In my case I don't have auto-update, and so every release needs to be announced and emailed. It takes time (update blog, craft a message, etc), and most importantly I don't want to spam people with many messages.
Building the software takes effort too (mine works on Windows, Mac, and Linux, so it takes at least an hour to get all the releases ready, have them uploaded to the right places, etc).

Current version extracts 10 screens, version 2 (coming in about 2 weeks) lets you select how many screenshots to extract (per video or per unit time) and lets you add your own metadata (autocomplete too!).

Searching for files is instant, and has "auto tags" feature which will detect any two-word combinations (think first-name last-name) that come up more-often than 3 times in your gallery. Humbly recommend the app I created: Video Hub App which works on any platform (PC, Mac, Linux), grabs stills from clip and displays, grabs video meta (resolution, etc). Doesn't do everything you'd like to have, but version 2 (coming July / August) will have tags which seem to be a must-have for many users 🤷♂️
For video files I no longer feel like the need to have an organized folder structure -- I just let Video Hub App handle it :)

It's super-fast, on-click it will open your default video player, and it has a filmstrip view. It doesn't let you attach extra pictures, but when you click on Tags (icon) it will auto-generate a list of actors along with scene count (from file names) - no need to manually do it!
