Yeah I'm pretty sure you can't connect if you have only a 3DS...
However, you can easily use your laptop as a virtual router and have it connect through there. I used this program to connect my 3DS to the internet and it seems to work fine.
There's this if you have an Ethernet connection to your laptop with a compatible wireless card. Other than that, you might want to use your smartphone, while connected to some other WiFi, as an AP for your 3DS. Don't run it off of your data plan. I think most support wpa2-psk using AES.
BTW, do you mean tkip when you said wpa2-tisk? I've never heard of a protocol with that abbreviation before.
In this case, if you want free, which free is always good. You can install a virtual router program on your laptop and setup an ad-hoc network between the two devices and share files that way. This method ignores your building's Wi-Fi and connects the two devices directly. Ex: http://virtualrouter.codeplex.com/

Connect your ps4 to the wifi you created, you should have nat type 2 internet! At least, this is what I do in a similar situation.

I found the free equivalent to Connectify! It is located at Virtual Router. After trying everything else possible this one worked for me. Follow the same steps outlined here but with Virtual Router instead of connectify.

That should let you share Internet from your laptop (while directly connected to ethernet), and it should bypass the 'log in through a web browser' thing, just sharing the Internet connection your laptop already has (because you already did the browser log in thing on there, right?). I've only tried doing this using a MacBook for a Nintendo DS before, so I don't know for sure if this would provide the same functionality. Erm, does your xbox even have wireless access?
wait wait wait. Do you have a WiFi card in your laptop, but you're hooked up via a cable?

If you are on XP, there is virtual router software available, it's just a tad bit harder to configure.

Just for future reference, the type of program you're looking for is called a Virtual Router. There are many paid options, but I have used this free program (http://virtualrouter.codeplex.com/) and it does exactly what you're looking for. Watusa is right about the chipset. But in short, if the laptop came with windows 7, you should be able to do this. If you upgraded from vista or xp, it's a little iffy. I'd recommend giving this program a try, and see if you like it enough to get your money back for the Wifi range extender. Hope this helps!

You know, it didn't occur to me when I wrote the comment that the Galaxy doesn't have an ethernet port. No, that was a bad suggestion and I apologize.
However, if you use something like this - and please bear in mind that I have no experience with this specific software, only the concept - you can get a Windows 7 machine to act as a router.
How this would work: you'd plug your Galaxy into the "router" machine, probably your own laptop/tower, via USB, and use tethering to provide it with internet access.
Then it would serve a wifi network, using the machine's wireless card, to other devices in your house. You'd use the software router's access controls to disable access to Facebook for your sister.
This is obviously not a long-term solution, but it will tide you over until you can come up with something more permanent. All of this would be easier, I'm sorry to say, with conventional web access.
