I was able to connect and run Loser. It was a touch laggy, but it was still good enough to dodge the time freeze attack.

Anywho, what I would recommend (if op sees this sometime soon), I would try deleting all your PSO2 executables and letting the Tweaker redownload them (I believe the "Menu>Troubleshooting>Check Install for Issues" option will check these/fix these). After that, try the Tweaker's "Fix PSO2.exe permissions".
Windows 8.1 and PSO2/The Tweaker are all perfectly compatible - I've been running 8.1 on my rig for the better part of a year (holy cow, my baby's about to turn 1!) without issues. I would check to see if the programs are running in "compatibility mode" (right click > properties > Compatibility tab). If it is, turn it off/uncheck the box.
Also, have you ran an SFC/System File Check yet? (Command Prompt as admin > "sfc /scannow". Don't be alarmed if it finds corruption - that's most likely GameGuard's shitty hold on your computer.) Also, try running the program "RKill" (Bleeping Computer download page, BC is a very trusted site and RKill is a legitimate program that I use tons at work) to see if it can find any file association issues.
/u/linkdead56k where on your hard drive is your game and Tweaker files located? While it shouldn't make a big difference in regards to updating to Windows 8.1, it can cause issues with updating the program itself. It's recommended to put the Tweaker AND the game in their on folders on the root of your C:\ drive (or, if you have multiple hard drives in your computer, put it in their own folders on there).
And for anyone who has decided not to play Final Fantasy 14 because of the low amount of colors, there is a fix! Use ReShade 3.0!
Run the ReShade .exe and choose the DX9 or or DX11 executable of whichever direct X version you play Final Fantasy 14 on in the installation folder. Add the "Vibrance" filter when it asks you to add filters. I had mine set to:

A few things I've picked up while using Soft Ether:
I randomly get disconnected from the game servers, which usually results in having to close the game, selecting a new VPN server, then starting the game up again. Occasionally, trying to login immediately without changing relay servers gets through, but it's not always the case.
Also be sure to check the maintenance times as using some of the VPN servers show the ships being under maintenance.
If you're on android you can also download "PSO2 Alert", made by the Tweaker devs, which push notif's you upcoming UQs. You can also try adding the Google calendars on Rappy Burst to your own Google calendar, this is pretty much always updated with the latest schedule from the official site.
Here is the correct answer to the OP: You MUST use vpn software to connect to the SEA versions (There are actually 2 different ones, playpark's has an english client and there's another one that only supports 2 of the SEA regions). The easiest (quickest) way to download the game is to use vpn to get the torrent, load the torrent, drop vpn, download the game/install the game (~15gb).
Then when you want to play, you will have to connect to the vpn again. I'm personally using SoftEther's VPN Gate, but I've noticed more and more people stating you can get a free VPN from to play with as well. The point of the VPN is so that it looks like you're connecting from a supported country (in actuality you are indirectly if you use VPN) so they don't block the connection. Be aware though that you must be careful to choose good VPN servers to connect to (Higher Mbps + lower ping) or you will be lagging like crazy.
Also, VPN Gate sometimes drops connection like crazy.
If you really want to play you can rent a month of time through Shadow and install it that way. Basically Shadow is a service that lets you rent time with a computer that they own and you stream it. And it looks like you might not be able to stream it through your computer because it's too old, but they do have an iOS/Android app. So you could (given you have over 15mbps internet speed) technically play NGS on your phone lol.
To get my DS4 working completely instead of breaking sometimes, I had to enable the "Hide DS4 controller" option but sometimes this bugs out as well if the controller reconnects while some apps are running so I installed HIDGuardian (made by the same person who does DS4windows) and have had 0 problems in any games since I've done this.
Figured id post back here on how i got it to work: I used VPNgate (http://www.vpngate.net/en/#LIST), downloaded the softether VPN client and selected a JPN server. Once you've selected and connected to a server, you can refresh the page i linked above to double check your current IP. Obviously, on your first vist it should read a US IP, and after you refresh the page upon selecting your connection, it should read as a JPN IP. Hope this helps...
For anyone commenting on the EQ Alerts I had set up a personal thing for tracking them. It won't replace in-game notifications, but should still let you know if you set it up. I use PushBullet on my phone and in my browser for these alerts.

The ARKS Layer crew are recommending Softether VPN for a free public option. They're also working on a replacement for the old Telepipe proxy (Ryuker) which should be public and coming sometime soon.
There we go. A-L's recent Tweaker notes suggest they're working on something that'll help, but if you don't have a VPN, shop around. Look at all the normally advertised VPNs as well as Mullvad (mentioned here as they are cheap and don't spend on sponsorships). They all run the same, mostly off of Wireguard and/or OpenVPN.

I just got an LG G3, 2k(1440p) resolution phone for $300, unlocked and ready for one-click root solution. Runs PSO2es no problems. Reads books and manga amazingly with Moon+ Reader. Even runs Paper Mario 64 full speed with the gles2glide64 video plugin.
I recommend adding the root apk Xposed Installer and then add the Apps Settings module for it. That will allow you to change the DPI/resolution settings per-app, make full use for that 2k screen with smaller text. The stock home screen/keypad of android devices don't take well to changing the default DPI/resolution as some buttons can become unresponsive, so this solution is extremely safe compared to the full-phone DPI/resolution changing apps. Might not be compatible with newest android versions yet, so double check before updating the base android OS.

Well, what phone do you have? Cuz your options might be limited if you have an iPhone. But if it's an Android, I think PSO2 Kue is the best app out there. Still requires you to check Bumped from time to time for boost events and the likes, but otherwise it'll tell you of almost every upcoming EQ an hour ahead (scheduled and unscheduled). Very rarely it won't notify properly or at all, but that's something the app itself mentions.

You have something either blocking or interrupting the Tweaker's attempt to "call home"/communicate over the internet. This could really be anything... If your router is super locked down (example: on Comcast vanilla routers, "high security" could potentially block the Tweaker), if you have some funky DNS settings set up (such as for a web filter of some kind), or "internet security" programs.
Run RKill, just to make sure you don't have any weird proxies set from malware/adware (seems to be the salt and pepper of the flavor of the year in regard to malware). After that, go into any antivirus software and look for any internet security options. In there, white list the game (PSO2.exe) and the Tweaker (pso2tweaker.exe) and then see what happens.

Integrated graphics is not the best idea for PSO2. I was running it with my Intel HD integration when I got this new laptop cos I had no idea I had to set AMD cards to be used manually. While it was playable, there was a lot of lag, but I also have 8GB of RAM. You could try running your specs at this website to be sure of how much compatible the game would be.
Yeah, even though I'm not a pro, I don't think none of that should be happening at all o.O First thing you could do is check if you have the minimum/recommended requirements to run it. This website can be helpful with that part. Next, you can check if your antivirus is detecting any game files as threats. Last but not least, run file checks through Tweaker. If the problem persists, you could ask the mods about it. Some of them are directly involved with Tweaker and they might know how to actually help.

Sometimes it doesn't have to be a change made by you. It could be a routing table update by your ISP, network congestion, or even a router/modem that needs to be rebooted. Give your router a reboot - even if it's unplugging for a minute then plugging back in.
After that, I would run a DNS flush on your computer (command prompt > "ipconfig /flushdns" (no quotes)), to make sure your computer isn't trying to use outdated DNS information.
If you're comfortable tinkering with the hosts file, I'd empty it out. Also, if you've had any kind of PUP/infection recently, you may have had a proxy server put into your proxy settings. Popular tools like RKill (link is to BleepingComputer - a trustworthy site for tech needs) can detect and attempt to remove these settings.
Do you guys use an antivirus program? Even if they're different, it may be possible that the AVs have updated in a way that is blocking the Tweaker. I suggest whitelisting the Tweaker (and PSO2's pso2bin folder, to be safe) in any internet/real-time monitoring settings.
One last thing, make sure you're explicitly running the Tweaker as an administrator (right click, run as admin). I would also try making a folder on the root of your C:/ drive for the Tweaker and put all its files in there.
If the above doesn't work, you may want to message /u/PSOwAIDA for further troubleshooting.
On a slightly related topic, if you think your computer has any kind of infection (even minor) and you need assistance, the team over at Bleeping Computer's forums do some excellent work and are willing to help you get your computer cleaned up. (Though I've personally never used their services, the threads I've read through seem pretty great and personalized.)
For drivers, yeah, you typically get them through the manufacturer's website. Usually searching their driver list for your computer's make and model will give you a list of drivers. If you're hesitant on updating these, I don't imagine it would cause any real issue. It's just something I like to recommend.
So one other thing... Are you familiar with the Event Viewer in Windows? (It exists on 7 and 8/8.1.) When an application crashes, a log should be created in the event viewer. I usually open the event viewer by typing in "event viewer" into the Start menu search. I believe you'll want to choose the "Windows Logs" section, then "Application" (should still be left side of the window on 7). Then in the logs list, look for ones with a red circle with an X, as these are errors.
Unlike what fake "Microsoft Support" spam-callers will say, these don't necessarily indicate a problem with your computer. Just something that ended or failed out of the ordinary. These logs can often give you an idea of what caused the crash.
So try those, and then see if there's a particular time that the game crashes. You mentioned getting into a quest then it crashes? So perhaps a texture file is missing or corrupted.
OH! One last thing: Is the computer dusty or over heating? While the whole computer would usually shut off, it may be a contributing factor to this.

i'm using DS4 Windows to play using my PS4 controller and i managed to add in some additional bindings (DS4 also supports using the PS4 touchpad as buttons) so far i've only been using it to quickly press buttons on the sub-pallete but its probably possible to bind macros.
the only catch is that you have to have the right version of DS4. the version on the official website is actually not the latest version and you can find the latest one here:

Hello there, and thanks for the reply. I am using windows 8.1 and the installer i am using is 2.0221.4 and is where the bin files also came from. I downloaded the game from the website too. If you're using an Nvidia card you can use Nvidia Profile Inspector and set PSO2's profile AA Compatibility to 0x00401241.
Then set your desired AA. If you use SGSSAA make sure you use a sharpness filter with Reshade, helps with the natural blurriness that comes from it.
Be sure to disable motion blur ingame, it breaks with any form of FSAA.
An alternative to the powershell command is O&O AppBuster. It provides a nice simple UI for managing apps that cannot be installed or uninstalled via the store or the apps & features menu.
For raw damage, you'll probably get more out of staff/talis (and thus those will be more useful most of the time), but if you can one-shot everything anyway, the extra mobility from boots can be very useful. A perfect example would be this video.
You can apply these same skills outside of TA, too, and for other elements. This is just my favorite example because lightning is the easiest element to SEE just how useful jet boots can be. A bouncer main won't do anywhere near enough damage to really make them worth it like a force can.

The only advantage IF has over ER is the ability to move while attacking. The speed kill boss rush one also has examples of that.
If you were using a SRJA build, you should change to something like this since SRJA was just nerfed.

There are things like Virtual Machines but I'm not sure how well that would run the game. I was going to install Windows in a partition but don't have a very big HDD so that's not really an option. I'm waiting on a Shadow computer being setup, so I'll probably install it on that once it's activated. Then I can play it from my iPad which will be very convenient!

proxy has been having a hell of a time keeping up lately with the events. try using softether with vpn gate and see if that will work as a temporary solution for now.
See this post for information on how to set up a free VPN for a year with Amazon EC2. This will give you a safe and reliable VPN with your own private IP address. However, please note that it requires you to have a valid debit card or credit card.
Alternatively, you could try using the SoftEther VPN Client. This is free and easy to use, but it's generally considered to be less safe as you will share your IP address with other users. This may or may not be a problem, but it's something that you should be aware of before using it. I think there are some people that have been using this without any issues.

MS has a page that shows a list of XBox Live supported regions, this list has 42 countries.

The current 35 countries that are supported by the english version of PSO2 are all in that list, so, it seems like the list of supported countries may have been based on that.
From that list, there's 7 countries that are not supported, Belgium and Netherlands likely because of lootboxes regulations, Japan because its has its own separate version of PSO2, and the remaining 4 are unknown.
There are also android apps that do it for you and notifi ahead of time so you don't have to remember anything. I use PSO2 Alert

I managed to do it!!! It might have been my VPN or something on my PC, who knows. I saw someone mention it worked with the Android app so I gave it another try.
Downloaded NordVPN App on my Andorid phone and used their 7 day free trial. Connected to VPN. Downloaded XBOX (Beta) App for Android. Saw in the settings of the APP it had my region set to where I live, so I changed that to US. Signed out and Signed in again and finally I got the PSO2 Perks to show up!
I'm from Brazil, and just managed to claim the perk on my smartphone, using NordVPN connected to a canadian proxy, and the Game Pass app, although i had to change the language and country on the settings of the latter to match. Hope this helps.

I have a Razer Tartarus and I can't recommend it enough. You can use the 8-direction thumb stick for WASD movement, which frees up all the face buttons for your PAs, Techs, etc. Definitely go for the Tartarus version 2 for the extra row of face buttons -- especially since it's the same price.
Some things I wish I knew about it before buying it: The thumb stick isn't an analog stick, it's just a digital 8-direction button. The thumb stick is also prone to break after about a year of use, so you should definitely get a protection plan if you want to buy it. The Tartarus I have now is my 3rd one because the thumb stick on the 1st 2 stopped working consistently.
I actually use an Azeron now, and I like it much more than my Tartarus. It is twice the cost of a Tartarus, but it's fantastic. This one has an actual analog stick, which I'm hoping will hold up longer than a year compared to the Tartarus. The buttons are much more convenient as well, since you never have to change your hand position.
Both can be programmed using the software they come with.
Also, if you're the type of person who likes optimal keybinding / hardware -- I also use a foot pedal that has 3 buttons on it. You can bind them to anything you want, and it also comes with software. I use 1 button for push to talk on Discord, and the other 2 I use for in-game abilities. Something to consider.

NP1013 is a result of Gameguard not liking you running some program on your computer. It might be PureVPN causing that issue. However, if you started installing a bunch of things on your computer out of the blue, then Gameguard may be stopping PSO2 due to that.
The VPN working or not has nothing to do with NP1013, outside of it running on your computer and conflicting with Gameguard.
As someone who has utilized a VPN and a private proxy before, they all work.
Does anyone have a solution on how to keep tweaker from screwing up/corrupting the , , & ? I get sick of backing up the Exes by using the 7Zip/compress the exes and then restore them. Plus, Its also time consuming as hell Using a VPN such as VPN gate or Betternet in order to connect/update straight from PSO2Launcher.
As I said I connected to many different ones, as you know, the servers provided by VPN Gate aren't stable, but I have yet to receive emails from Sega every time I use a different IP/MAC address. I'll trust you on this since you're the professional, but I will still use it for other games since it hasn't caused any trouble for me personally.
OK, that kinda explains it. But my friend tried the SoftEther route, and even when he opened a Virtual Adapter, it still wouldn't come up with the VPN Gate Public VPN Relay Servers icon. What was that about?

You need to download Connectify from their website and Soft Ether from the VPN Gate Website. Make your PC/Laptop a virtual wifi router and connect your vita to it. That's what I'm doing and it works great.
Connectify will expire in two days after you start using it, but you can get a 14 day license for free. When it expires after 14 days, make another account with a different email to get more time.
When using the VPN Gate version of Soft Ether, I recommend using the 116.83.123.224 VPN IP. Some of the Japanese VPN's won't let you connect, but that one always works for me.
VPN Gate is a good solution. I reused many of the connections there a couple of times. You could also try PSO2Proxy ). For me, I can only get the ships online with it, but get connection time out everytime, but it might be working flawlessly to other ppl.

I'm going to say based on my experiences with some similar software you can absolutely stay connected after shutting it down.
I installed FlyVPN and it has 20 minute trial servers.
I killed the process after connecting for a bit.
Exactly 20 minutes after I'd connected I got booted off. So despite closing the app I was still connected and it still booted me off from the server side.
Which for PZ means that they can easily terminate your connection from their side if you're online for 1hr+ you may not realize it when you get booted off cause an hour is a long time, but maybe somehow you ARE staying connected longer? idk, I paid for the PZ for a year cause it was 30 dollars. If PZ continues to not work reliably I will request a refund since other services ARE working reliably and consistently.
StrongVPN. It is paying, I took the 10$ a month package. However I found a use for it other than PSO2 and since I'm travelling abroad for a little while it'll actually let me use other things I have subscriptions with and are region based.

If you're using SoftEther VPN, you should probably just choose the "VPN Gate Public VPN Relay Servers" option and then connect to one of the existing servers. There's a guide on that over on their website. You shouldn't be trying to add a new VPN connection, unless you already have a specific VPN server that you're trying to use — and in that case, you'd enter the information for that VPN server into the dialog box.
Do note that those public VPN servers are shared with other users, which isn't as safe as a private VPN would be. The Amazon EC2 method is generally recommended instead.
If you are using google chrome, a quick and easy way is by grabbing a VPN extension. ex: DotVPN - sign up for a free account, set location to japan and you should be able to access
Also, don't forget to disable/uninstall it after you are done - wouldn't want your everyday internet browsing slowed down.

So I got a permanent ban a couple years ago due to accidentally leaving my vpn on the wrong area. I've since narrowed it down to being a mac address ban based on the fact that I moved twice and used a new router/modem/ip address to make a new account which got a ban in 24 hours.
I'm hoping to make a new account at the new place I'm living and I was wondering if anyone had any experience in using an external card like this (Amazon Link) to get around a mac address ban. Any tech savvy people know if a device like this would give me a new mac address?

Anyway I'm looking into the new AMD Trinity processors, the A10 specifically. I'm thinking of trying the integrated HD 6670 processor and see how it does, and if I'm dissatisfied, put in a better GPU. With my Intel HD 3000 I can play on level 5 graphics settings better than I thought I would be able to, and that's like having no GPU at all.
