You don't need to install any kind of client for this, Windows can connect to SSTP-based VPNs natively.
VPNGate is a pretty good place to find them if you don't have a paid one, just filter by "MS-SSTP", pick a Korean/Japanese one and copy the IP address.
Then on Windows 10 just go to Settings -> Network -> VPN then click on "Add a VPN connection" and paste the IP, after that you can simply turn it ON/OFF from the notifications panel.
On previous versions of Windows the VPN stuff lives on the Control Panel instead, under network devices iirc.

If obtaining a VPN is an issue for you, there is a free, totally adfree, highband option called softvpn. These are volunteer(university) VPNs around the world, but understand they may log your activity and may yield to surveillance. Also, many of them do not reroute your DNS queries, so configure your browser to use OpenDNS in combination with softvpn.

I recommend VPN gate. It's completely free and using VPNs hosted in universities, libraries, volunteer computers, that kind of staff. It started as an experiment dedicated to destroy all Internet restrictions and very user-friendly. Asian pool is especially large (it started from Japan).
Try this VPN service developed by researchers at the University of Tsukuba. It's free, it consistently works and since the servers are peer hosted by individuals who volunteer, they are much less likely to be blocked. Speeds aren't that great compared to commercial VPNs, and all servers keep logs for two weeks, so it's pretty much useless if you want a VPN for privacy and I definitely wouldn't recommend torrenting or doing anything unlawful while connected, but if all you want to do is watch Abema, then it's perfect.

You seem to have not bothered to try and understand their logging policy, where they state that ID, IP address, and the hostname of destination VPN Server are all logged for a period of up to 3 months, as well as packet contents. You be the judge of what they do with that information.

I've used that VPN client, it's free from some kind of Japanese university students, legit stuff. Like I said you only need it to buy PPV and start the stream, after you can shut off VPN and use your own fast internet.
So got a couple of questions in the comments. I'll try to answer them here.
Do i need a VPN to play the actual game ? Yes that seems to be the case. While the actual download of the client does not require a vpn, the website and the game client does. Access to the website is just denied by the webserver unless you have a japanese IP. I tried to launch the game from the website then before granting the launcher permission to start my game i disconnected from the VPN. My game started up but crashed soon after with an error message that said something about Wi-Fi. That leads me to believe the actual game client also requires a Japanese IP not just the black desert website.
Where do i put the files? Both files should be put in the same directory, BlackDesert_live.exe is the actual setup "program" and BlackDesert_live_1.zip just contains game data. Do not extract/unzip BlackDesert_live_1.zip yourself, the installer expects BlackDesert_live_1.zip to be in its directory.
My download is still slow, help? I used bitcomet as recommended by someone else on this subreddit. I believe the file server that hosts the file, limits speed per connection. So any decent download manager that splits the file and downloads from multiple connections simultaneously should speed up the download. If all of this confuses you, just install bitcomet and use it's HTTP download feature then uninstall it once the download is finished.
Tip: As a lot of people have already mentioned SoftEther is a good VPN utility. Edit: I just noticed this image which is from the official site. It shows that some of the countries that I experienced difficulties with should actually work. This might be due to network DNS caches having not been cleared when I switched VPN locations, although I believe the manager I'm using is set to do this automatically. Also this particular VPN provider hosts their own nameservers at each location and you get two at random upon connection. I should try again using the nameserver from the same country.

Well, the ones that are uploaded to YT are the easiest. Besides VPN software (e.g. http://www.vpngate.net , or a private VPN, which will have better performance but cost more), there are several youtube video downloaders whose servers are outside the US, and thus can grab content currently blocked by the Red Firewall.
But, the ones on Youtube are the small minority. AnDare has live broadcasts on NOTTV every weekday (or very nearly), but we only get an upload maybe every two weeks. So many episodes, lost... All Night Nippon broadcasts on NOTTV every week too, and sometimes a third party will upload the video, other times not.
The only thing to be concerned about is that your ISP can detect the TOR traffic coming to and from your IP address. It's recommended to use a VPN tunnel to relay your TOR client. Here's a free one http://www.vpngate.net/en/

Choose the United States server with the most users (usually like 10) and connect. Re-open steam, sign in and head over to NBA 2K15 and see if it's changed from the 10th to the 7th. If it hasn't, create a new Steam account, log in with that and you'll notice you'll have all your installed games on that account and then head over to the NBA 2K15 store page to see if it's changed from the 10th to the 7th.

A few things I've picked up while using Soft Ether:
I randomly get disconnected from the game servers, which usually results in having to close the game, selecting a new VPN server, then starting the game up again. Occasionally, trying to login immediately without changing relay servers gets through, but it's not always the case.
Also be sure to check the maintenance times as using some of the VPN servers show the ships being under maintenance.
Hulu is a good choice. There's plenty of disney shows on there and some good choices of Japanese kids shows etc.
You can just VPN your way through it, I used to do this when I was living in the UK and wanted to just have some crap on in the background.

Proxy settings are unreliable and are often ignored completely. I wouldn't recommend it normally but since you've been using random SOCKS5 proxies you don't seem to be concerned with logging. You could use something like VPN Gate which provides free VPN access through volunteer-provided servers.
Netflix Japan. Of course, the licensing won't allow you to watch from a non-Japanese IP address. But you can trick it into thinking your computer is in Japan with a remote VPN. These route your Internet activity through a host somewhere else to temporarily let you use the host's IP address. There are paid VPN services, but Netflix is on to them and they don't work for that. This one, apparently run by Tsukuba University students in Japan, still works and it's actually FREE: http://www.vpngate.net/en/ Download the software and watch the how-to video; it's pretty easy. I hope I don't contribute to its downfall by sharing it, but that's how you can get what you want (provided you have a Netflix subscription). Your Netflix account in the US will work in any country that has Netflix, provided you're in that country. You'll just get that country's content. Again, the VPN will make it look like you're in Japan.

For your second question, sadly there isn't an answer being good for everyone... This is my advice. Most of the VPNs nowadays offer a free trial (usually 2 or 3 days), so my suggestion is download some of them and try to play some content only avalaible in Japan (like https://gyao.yahoo.co.jp/ or even Netflix if you have an account) and see which is that works better for you. Plus, most of the VPNs offer a 30 days refund if you are not satisfied, so you will be pretty safe in the end. As a final note, most of them offer a TCP/UDP option when you try to connect, theoretically UDP should be better for streaming videos, so if you have that option, you should try both. Btw, I will probably try this in the next days

The max speed I've seen is around 150 Mbps per client and the speed is fairly stable. There is many other providers, but this is the one I like the best.

this is the best free vpn i know, though you could find some that are way better if you want to pay a little fee, i've been using it to log in the launcher of BDO even though i live in africa for a very long time, and even though i ran into some lack of aviable servers some times it was really rare and it's pretty reliable.

The best way would be to go through a proxy in Japan. For example, by using VPNGate (my friends use to play region locked Japanese games). However, depending on the way the proxy is implemented, you may be biased based on who has used the proxy before you.

I use VPN for both RU and EU, yea there are a couple of ways. Get IP and pass yourself and make vpn through windows network thingy. Then you have easier things such as WTFast and Softether VPN. I use this one. It´s free, doesnt take 10 minutes to load up as free WTFast. Install, double click relay servers, double click a KR, JP or RU (or any server that is within the EU/NA for later) server there depending on the BDO version u play.
Login, stay in the channel selection screen in BDO and disconnect from the VPN Server. Choose your channel ingame and you play with your native internet connection. This is the fastest option I figured. The free version of WTFast literally takes 5 minutes to fire up even before starting the game. Not worth it.

OpenVPN worked for me (after trying several other trials etc.). Just install OpenVPN, save the file in your C:\Program files\openVpn\config file, run openvpn as admin, rightclick openvpn down in system tray and select the VPN server. Wait for it to connect (icon should turn green), start steam and start unpacking. Woho!

You need to use a VPN to give yourself an American IP address when starting the launcher.

Once the launcher has started (While having the VPN running) wait for it to update (Once the update has started I think you can turn the VPN off if the download is too slow but I have only tested this once).
After that you can turn the VPN off.

Like other players mentioned, i'd recommend playing Arad Senki if you're thinking that you'll be staying in Japan for the long term. (If you moved to Japan, shouldn't you be getting to know the language?)
If, however, the stay isn't intended to be long-term, there is the option of using SoftEther VPN.
As you could tell from visiting the website, it's a free cloud of public vpn relay servers, that are accessible if you're in Japan, and only Japan. If you install that, and connect though one of the servers located in the United States, you'll be able to play just fine. BUT, out of courtesy for other players, you should never party. It's a peer to peer game after all. So, playing from far away, and through a VPN tunnel nonetheless, is going to be pretty laggy, no matter which way you look at it.
Ah, I'd been wondering if just installing the apk would be enough to run the game or not. I'm guessing you have to get it into your Google Play account first. You can either do it by following the tunnelbear tutorial in the wiki or through Softether VPN to proxy your PC to connect to the JP Google Play store (I used BlueStacks to install mine, so I'm not 100% sure if that will be enough or if your phone needs a JP connection at least once).
I know once it is working, you never need to worry about a proxy again for connecting; only the initial connection is a bit tricky, everything works fine through the normal Google Play store after that.

Only works if you live in an area with plenty of pools for IP addresses. I generally have the same IP for 8-15 months, and live in a city of 100k. Use VPNgate if you need to get around this stuff. Reddit might think they're in the big times, until they start banning a project who's entire premise is built around circumventing censorship.
1) You need someone living in japan to verify your account with their inland telephone number for a start and then you can pay with cards bought from online retailers.
2) You need a vpn to login to the website, after that you can close the proxy and play. You can pick a public one from http://www.vpngate.net/en/ connect with openVPN then once logged in you can close the program.
3)I don't think you can get banned, I only speak English and I've been fine. The people I've met who can speak English have mostly been people who have moved there to live but came from English speaking country and they have been extremely nice and helpful. I find most natives wont really pay much attention to you and none have ever been anything but nice to me.
The hardest thing is signing up for an account and getting passed Japanese captcha. You need to have google translate open and copy paste a lot of stuff. Also ingame every npc and all item info ect is in Japanese so you need to know the game very well as you wont be able to read anything!
Thing like doing your classes job change quest is pretty hard when you can't read the questions/answers but i got passed this with some help.
It is by far the most fun official server with the most active and friendly population but going in with no knowledge of Japanese it is a struggle to get up and running.

Well, I connected with VPN to a Japanese server because I want to have access to a specific Japanese site. While I was connected with VPN, I went to my gmail to read a couple of emails. I have saved the password of my gmail so the browser doesn't ask for it whenever I'm accessing to my gmail (I have 2 step authentication enable though but it only pops up on new devices for the first time, so in my case it didn't because I have accessed many times so it doesn't ask for 2 step authentication anymore on my computer). At the "Last account activity" that gmail has, I noticed someone in Japan (Japanese IP) accessed to my gmail (that was me while using the VPN).
That's why I made the post. I wondered, when I went to my gmail, could the host see what I was doing, check my credentials (my saved password), could he by-pass the 2 step authentication etc.

If it doesnt work on the first server keep switching till you find one that works. Regardless you will need to have a VPN active to play the game anyway so you should take the time to set it up.

There is a test at the bottom to see if your outbound traffic is going through the vpn.
I found some free VPNs via Google here are the links http://www.vpngate.net/en/ and https://www.vpnme.me/freevpn.html I have not personally tested them with torrents but the VPN IPs seem to work fine (are pingable). Alternatively you can buy a very cheap VPS of like $2 USD /month and install some open source VPN server http://www.unblocksitio.com/open-source-vpn-servers/ that is best also for security (you own the VPS).
I live in Austria. Bought the game cheaper on mexican origin via VPN, played it 5 days before the european launch via south korean VPN. Works perfectly.

Edit 2: Yes, for anyone looking to do this for the first time, just go to http://www.vpngate.net/en/howto_softether.aspx and download the Soft Ether client + config on that page, and follow the instructions to install. There's a South Korean server in the list, I just used it to start my preload.
I would recommend using VPN Gate as you can pretty much connect and disconnect whenever. Select the download option with the plugin.
Yeah, I wouldn't cancel it. Try maybe pausing it, and then try out VPN Gate, and connect again. Mine froze a few times, and I just tried switching the VPN off and waiting a while, then connecting again till it started moving.
I've been using PIA for a couple of months now ($39.95/year) since it has good review from TorrentFreak. It can has 5 simultaneous connections so I share it between my laptop & phone and my wife's 2 PCs and phone. We also use it for heavy torrenting.
For gratis one you can use VPN Gate, though i don't think you can use it for heavy downloading.
Edit: I also highly recommend VPN to all of you who do online betting. Seriously guys, please play safe. I saw many betting/poker sites still haven't implement SSL so ISPs (and the police) can see your activity and hackers can steal your account easily.
You can get the apk at sky-hk.net, but I think you have to manually update. Alternatively, you can get a Japanese IP address using OpenVPN. For that, get OpenVPN Connect from the play store. Then, go to vpngate.net, go to the server page, get and open the config file for the JP server. After that, delete the app data for the Play Store in settings. With that, you have access to the JP store.

Yeah the same thing happened to me. I used a proxy at first but that didn't work either for some reason so I just used a free VPN service and it now works fine. I used this btw http://www.vpngate.net/en/ though I'm pretty sure you can use any VPN and it would work.
I got through this by using this tool. Scroll down to where it says "Russian Federation" and follow the SSL-VPN connect guide. Register an account on aa.mail.ru through the VPN and you should be good to go!
Figured id post back here on how i got it to work: I used VPNgate (http://www.vpngate.net/en/#LIST), downloaded the softether VPN client and selected a JPN server. Once you've selected and connected to a server, you can refresh the page i linked above to double check your current IP. Obviously, on your first vist it should read a US IP, and after you refresh the page upon selecting your connection, it should read as a JPN IP. Hope this helps...
May I recommend "VPN Gate" for getting around filters? I wouldn't trust it with super-secret data, but it's free and unlimited.
For iOS, follow this guide. (You'll need a server which supports "L2TP/IPsec".)
Sometimes the servers stop. Just revisit the website and switch the server to another working one.

I personally wouldn't use this for SUPER-SECRET stuff. You may want to read their anti-abuse and logging policies.
This isn't data limited IIRC, but occasionally you will have to change servers as some servers shut down or something.
I think most everybody already has their VPN running, but I'll leave this here just in case. I've always used SoftEther, as it works out of the box, no accounts or configuration necessary. Just pick a server off the list and away you go! There's no Australia/NZ servers, but if you're like me and don't usually play until the afternoon then Japan is good enough!

For OpenVPN you need to add a profile (.ovpn file) before connecting to VPN (the way to load .ovpn file on the app in iOS vs Android may be different). You can try to get free Japan VPN .ovpn profiles at http://www.vpngate.net/
