Okay so the way you do it is this purchase on the app store (there is a free version but it sucks imo) https://play.google.com/store/apps/details?id=com.natewren.piptecgreen And you need a new Android launcher (I use the paid version of the ADW launcher) After that you can simply follow the instruction on the terminal green app. (It's not difficult tbh)
Once that's done you must access your launcher and add widgets, it should be an option on nearly every launcher.
The entire setup takes about 30 minutes to an hour (or it did for me just messing around.)
A few notes, it is not great if you do not have interest in messing with things on your phone. It took me about 3 days to get a setup where the stats list worked properly and didn't reset. The clocks do not work properly, sometimes they will stop ticking over to the next minute, this is fixed by ignoring it, fixes on it's own after a bit.

Average playtime for main story + extras are about 71h. Completing the game takes about 154h. Most people are probably somewhere in between those two. 100 hours gives 60 cents / hour. Is that expensive? Quit you god damn whining. If you really loathe the experience so much, send an email to Bethesda.

One thing to help against the misleading YouTube videos is to use YouTube Center. The Developer Version works best for me, but it allows the ability to see the ratings before you actually click on a video. Has saved me numerous times from clicking on "bad" videos.
If you want to take it to the extreme, there's Video Blocker which will let you block entire channels from showing up in search results. That one helps for channels of streamers you dislike/can't stand, or from channels that consistently put out bad/misleading videos.
I saw Adam Savage do wonders with some brown paint diluted in water, brushed on, then wiped off with a dry(ish) cloth. It settles in the nooks and crannies and really makes something look used. Plus a little Rub n Buff to make it look like the paint has rubbed off metal, like on the edges and commonly held parts of your gun.

He definitely got it from Bethesda but he broke the NDA he signed and decided to stream it. The YouTube account was created 2 days ago, meaning he doesn't want to get caught doing it on an account that can be easily traced back to him. He's most likely some sort of reviewer who was given a copy early (by Bethesda) with special permissions through steam.
You can see here that there are active users in steam for the game even though it isn't out yet. This streamer is almost definitely one of those people.
In all likelihood those people playing on steam are testing for bugs - in fact it's almost certain for a few reasons:

Over the weekend absolutely 0 people logged in to play the game on PC, then picked it back up on Monday during business hours. The implication is pretty obvious considering console review copies are being taken home by reviewers.
Also the fact that when people quit, it's all within a ~30 minute interval at around midnight. They did similar with earlier games in the run up to release to squash any bugs.
We've not seen a single unboxing/show-off of the PC Pip-Boy edition, yet plenty for PS4 and Xbox One.

It's actually not too hard to make these yourself! This is the result of 60 screenshots from my PS4 stitched together using Hugin.
Once you have enough screenshots to cover a sphere, you can stitch it into a "Stereographic" projection so that it looks like a little planet. There are several tutorials for this online like this one although they deal with IRL photos and not videogames.
The hard part is that you have to be quick when taking the screenshots because the lighting in Fallout 4 changes every minute or so. This makes tall trees, clouds, and hanging wires a huge pain to align. I'm in the process of building a PC so that hopefully I won't have these issues in the future, and to see what these would look like with 4k screenshots.

If you don't use the VPN to take advantage of sales in other territories, you have ZERO risk of being banned. If you use it to simply unlock a game you've already purchased, you will not have any issues whatsoever. I've unlocked games via VPN countless times over the years with no problem. Don't read too far into it. There is only 8,000ish reviews so far. 6,879 positive, 1,692 negative. 445,537 peak players today. (was the top spot for a good portion of the day) and is the second most played on Steam right now. The number of reviews will grow as the game ages. For now, a lot of the negative reviews are just people experiencing issues with the game that will probably end up getting fixed.

This is weird, because I'm having a surprising experience with my eVGA GTX 560 Ti 1GB. I'm actually running it on high! I don't understand why or how this is working. But I set it to high, and it's running (relatively) great. However, there are features that seem to just be disabled (even though they are enabled). For example, I notice sometimes it takes a while for some textures to load properly. Also, the rain effect on the ground just does not show up at all. These are just a couple that I noticed.

Disable fullscreen in the game, tab out of the game, choose "select game" from the tray icon, press [F3] in the game and you are basically done. You cannot still change some options like screen offset (some games still don't really fit the screen, so you can resize them or push them off the screen a couple of pixels so you don't have any borders left on the screen)

FYI: Intro.bk2 is the long spiel with "war never changes" and the troops in the desert or whatever.
MainMenuLoop.bk2 is the background for the main menu, GameIntro_V3_B.bk2 is the "Please wait-vault symbol" 5 second loading thing when you first launch the game [so before main menu], so it has something for you to look at instead of a blank loading screen.

Been trying for an hour using HideMyAss VPN, to no avail. Going to the steam store website showed the game correctly as playable in AUS, but Steam client was still saying pre-load only.
Ended up trying VyprVPN, with the same result. Getting really annoyed.
Then bothered to look at Steam and saw my Macbook was also connected to Steam, so logged that off, reconnected to Steam and it worked. Just in time to go back to work.
There are guides out there. Here's a basic one.
Basically, you double click "VPN Gate Public VPN Relay Servers," find a New Zealand VPN, and double-click that VPN. You'll be prompted for an option that's recommended, click OK, and then you'll be connected. When you're connected, you're well and truly connected, and the only thing you need to do then is run Steam and unlock Fallout 4.
Nearly every VPN Provider has a picture guide to their custom software. If you don't want to pay, check for a free trial and I can almost guarantee you, 1 or more of the first 3 will have a proper guide (for their easy as fuck software).
With IPVanish for example (no clue if they offer a trial) you can just click at a spot on a map to connect to that location :)
I do it all the time and have never had issues. Just get a trial for free at FlyVPN, connect to a server in Australia, play Fallout 4 super early, and sign out of Steam to keep playing until the game unlocks in your region. You don't have to stay on the VPN account the whole time. Steam DOES NOT care. They only care if you use a VPN to access regional sales. Then you can get banned. I've done this for so many games on Steam over the years and never had issues. This means that we can play at 7AM eastern time on Monday morning :-)

To prevent Steam from redownloading: aside the game itself you need the corresponding AppManifest. You will find it the SteamApps directory. Ask Google for "fallout 4 appid" and something like https://steamdb.info will pop up, pointing you to the correct file.
Who supplied Steam with those assets? Who made the whole game in the first place? Who could have Steam release a select number of keys early? Who has the source code so that one could program the exe to not look for steam when setting up?

From what I've learned, sounds like fortyseven was less selective with review codes early on. When they realized there were at least three requests to every code available—in the UK alone—they clamped down and started sending out denials and pulling confirmations.
The other possibility is that some screenshots and videos were leaked by friends and family, developers, or contractors. SteamDB indicates that Fallout 4 peaked at 24 players online on October 23. That's a good number of people with access to the PC game.

Hey there! I just wanted to offer a few words of advice here as an IT guy/PC enthusiast:
24gb of ram is an extreme amount of ram. Like an absolute TON. There's no reason that Fallout 4 would ever use anywhere near that much ram, anyone with just 8gb of ram would be set to run Fallout 4 with no issues. What I'm getting at here is that your issue definitely doesn't have to do with ram because with 24gb you have enough to probably run Fallout 4 three times over.
Likely the issue you are describing is because your graphics card isn't able to handle Fallout 4 adequately. Others have suggested updating your drivers and while that may help, an issue on the level you describe honestly probably would not be solved by updating drivers. So you are most likely correct in suspecting you'd need a new, more powerful graphics card! If you want a good reference on where to start for a new graphics card you could try this website which lists the minimum specs required to run Fallout 4 and the recommended specs for good framerates/graphics. You'll probably wanna shoot form the recommended specs!

The thing is, these "min requirement" lists aren't even accurate anyway - my CPU maxes regularly while playing FO4, but my RAM usage never goes above 2.5GB (I have 8) Different programs (and games) put more burden on different resources.

I would try this from your computer at home.
Since you've not played a video game since the 80's I can guarantee you that your hardware isn't fast enough. I did see you use GIS software, if you use that on the computer you want to play the game on you probably have enough RAM and a powerful processor (at my old workplace we had ArcGIS and that thing ate every bit of memory and processor you could throw at it) and would need to buy a video card. If you only have a laptop then you're out of luck on upgrading it.
Check out this website, http://www.systemrequirementslab.com/cyri . Pick Fallout 4 and it will tell you if your computer meets the requirements. If it does not and you need to upgrade a part, check out /r/buildapc.
If your current system can't be upgraded for whatever reason, then you'll want to decide between buying a computer (as mentioned, /r/buildapc is a good place to start) or a console Fallout 4 bundle. If you don't have the money for it or don't want to bother with it, there's plenty of other games to try out that won't tax your system too much. www.gog.com has lots of older games and newer indie games, right now they are having a sale. Recently there's been a resurgence of old style RPGs like Legend of Grimrock.

There are only two reasons I would say you should get it for PC: Either you want it to look amazing or if you enjoy modding.
If your specs are below minimum or just above minimum, I would bet the PS4 will look better and should not give you lag. If you have the recommended settings I would say get it for PC as that will be the best looking experience. If you don't want to stress over possible performance issues if you have a borderline good PC then get it for the PS4.
As for the modding, as far as I know it will still be an option on the PS4 several months later. I am fairly certain modding will not be as easy on the PS4 and there probably won't be as many mods available. For someone who loves modding this part bums me out the most, but I already know I would have to run FO4 on minimum settings which is not worth the bother for me.

OBS! I keep seeing people use these crappy free versions of capture software that have watermarks and limited resolution capture.
OBS is free and lets you do local recordings that are high quality. I highly recommend it.
The pop-up message (top left) notifying the player of attacks only shows for 2 seconds by default. It is so easy to miss these and get a fail. Needs extending (there are mods).
Radio Freedom being broadcast from The Castle is a cool immersive touch. Yet the continual violin music you have to listen too presumably all the time waiting for flash reports is unbearable after a while. I use a mod which removes the music and it actually becomes a useful tool which provides time updates which I like.
But I don' think I have received one actual broadcast attack warning while leaving it on for days (even before the mod added) Probably because looking at the game files the attack commences when you arrive as a script. There are the actual quest attacks and random attacks too. Either way it needs to actually broadcast on the imminent danger of an attack on a named settlement.
Who else has actually heard a message like this?

There are a lot of variants but I never get them which is a shame.
An occasional musical 'promo' would be fine but not constant music. A bit of back ground static then the hourly reports and attack warning would be great. I actually enjoy the game music and along with environmental sounds, it becomes all too much otherwise.
Yes these can be adjusted via mods but this system really does need some more thought to make it a functional and usable part of the game.
To avoid getting spammed with radial quests I kept around three non kidnap quests in my log and didn't get given more until I got around to doing them.

The entire planet of Azeroth in World of Warcraft is only about 80 square miles (including the ocean) but still that's smaller than Long Island which is 1,400 square miles.
If the map in Fallout 4 was actual real life size it would take you 8 to 10 hours to jog from Vault 111 to the Castle the first time. (Depending on how much you had to detour due to destroyed bridges and raider infested towns.)
While I would love to play in a world that immersive, you just can't make 400 square miles of game map without a massive development team just to place objects and create terrain, and playing that game would be a multi-year time investment.

At least back in the days system restore did nothing but messed pc up. Especially display drivers did not work properly. Some people use DDU display driver removal tool, then reboot and install new (or maybe a bit older) drivers.

There is a mod that adds more humanoid assaultrons. They have a clean, pure look and a vanilla sort of dark, evil look. Armour that has a royal variant. One has Justice and one has skulls.
I did Ada as an Angel of justice and Jezebel as the fallen version.

Edit: At quick google glance, here's a list of a few states and their laws concerning the shipment of alcohol. The link isn't working great for me because my work uses Internet Explorer. You'll also have to read up on the policies of shipping services like DHL (overseas shipping), and FedEx (In-state shipments). Most say just get a wine box from your local distributor of spirits and wine, and then cover up any word or logo referring to alcohol. Then you have to pack the case super tight and good to avoid snooping. I'm sure it's against some sort of policy for shipping services to probe your package deeply, if at all. I also read that beer doesn't ship well at high altitude, so it's not typically allowed on planes - I suspect this is why they serve beer in cans when you fly.

if you're familiar with roguelikes (actual roguelikes, not the games with roguelike tags on Steam) you will definitely want to try it. otherwise it can be a bit of a pain to get into
note that "adventure mode" is the mode somewhat close to what you described. "fortress mode" is more like a regular city management game.
also note that a new major update just released so there will be a couple bug fix releases the coming weeks and a lot of third party tools and mods are not up to date yet
See, that's what's sad about people these days. They "know" they are correct so even when someone presents them with undisputable facts that they are wrong, all they can do is call someone names and keep insisting that they are correct.
Go to /r/grammar and do a search for yay. You'll see several people who ask a "yay or nay" question in there and do you know what the top comment in every single thread is? Someone correcting them that it's actually supposed to be yea instead of yay. You want to know what that is? Because you're wrong. It's always been yea or nay, it's just now there are so many people that don't know that yea and yay rhyme, they think that yeah and yea are the same word, and so we have morons like you who insist they know what they are talking about when really they're just embarrassing themselves.
If you were right, you would be able to prove it. Show me a link to a dictionary or something that says yay is a proper way to show a positive response to a vote. But you can't do that, because that's not how the words work. However I can do that with yea. Because I'm not stupid like you are.
Some thoughts from a guy who does magazine layout for a living:
If FO4 does support border-less windowed mode as shown in this option menu screenshot (https://i.imgur.com/WLb1yhE.jpg) then it should handle alt-tabbing just fine. If those screens are false/fake and it doesn't support borderless windowed then you can most likely use the windowed borderless gaming program (http://westechsolutions.net/sites/WindowedBorderlessGaming/) as a workaround. I haven't had any problems using it for New vegas (like double cursors from alt-tabbing).
Here are a couple of modlists that are work looking at. I used the first one as a base and then added a handful more on top. I haven't tried the second one but the screenshots look pretty impressive if you don't mind a pretty significant change in aesthetic from the vanilla world.
