a VPN is a server you connect to that all ur network traffic passes through. You can use a service like NordVPN to have one. I dont see why ud be blocked from an RO server without one, unless its a region specific official server like iRO or jRO.
It died because of the GMs itself tho. The morons gave free +20 items to the Jet Wings guild, had their stats all maxed out and all of their skills leveled up. Then tried to act like they own the server because they're the strongest. So when my friends and I knew, we left. I posted a screenshot of the GM Command Logs on every thread and every section on LifRO's forums. They had to close it up out of humiliation I think. And no, I don't regret anything.

This site will help you very much my friend: ratemyserver.net . Its the most used database in RO world. Another thing, which will help you a ton is: autohotkey.com , but be carefull, it is not allowed on some servers, it is a tool for simplified clicking (believe me, it saves your carpal tunnels a lot).
Dont be shy to ask for builds before you make a character, it varies a lot depending on where you gonna use your character (PVM, PVP, BG, WOE).
Find a guild which suits your activities.

1) You need someone living in japan to verify your account with their inland telephone number for a start and then you can pay with cards bought from online retailers.
2) You need a vpn to login to the website, after that you can close the proxy and play. You can pick a public one from http://www.vpngate.net/en/ connect with openVPN then once logged in you can close the program.
3)I don't think you can get banned, I only speak English and I've been fine. The people I've met who can speak English have mostly been people who have moved there to live but came from English speaking country and they have been extremely nice and helpful. I find most natives wont really pay much attention to you and none have ever been anything but nice to me.
The hardest thing is signing up for an account and getting passed Japanese captcha. You need to have google translate open and copy paste a lot of stuff. Also ingame every npc and all item info ect is in Japanese so you need to know the game very well as you wont be able to read anything!
Thing like doing your classes job change quest is pretty hard when you can't read the questions/answers but i got passed this with some help.
It is by far the most fun official server with the most active and friendly population but going in with no knowledge of Japanese it is a struggle to get up and running.
Just a guess, but I think they are hard line against multi-client so the VPN may be used to get around that?
No clue why talking about it would be a ban offense, people use VPN for work and there are NordVPN adds on a good third of youtube videos. It's not like you need some underground ancient manual learn about it.
So, distance is your enemy in this case. For instance, you can have a very quick internet connection that is using fibre optic connections, bear in mind that it still has to cross and ocean through various points before it can reach your host, and then go back again.
Also, just so you're aware, using a VPN is likely to decrease the speed of any connection, because a VPN has to use a protocol which sits on top of your network traffic, plus if that is encrypted then the size of data you're sending and receiving is even larger. This is why when you use something like Tor (which relays through lots of places with lots of encryption) it is usually extremely slow, because instead of it being just your data being sent, it's your data + encryption + another protocol.

An option to move around this is for the server hoster to provide a server which is closer to you and do fancy networking to make it quicker for you to reach it.
Again though, if this isn't possible then you're pretty much snookered. My suggestion would be before choosing a server, check the lag and location of the server on their website before committing lots of time to it so you're not left lagging when it's WoE time.

Interesting! You don't get even to the payment page? I tried through Firefox with TunnelBear set to USA on desktop. However, I got a message before I could pay that the company will revise my data before I could make my first payment.
I started using TunnelBear after Windscribe so I actually registered with Windscribe. It didn't work on Firefox so I switched over to Chrome and there it allowed me to register - otherwise I always got a shockwave error. For registration I used their browser plugin, maybe that mattered too.
Others suggested registering through a mobile browser.
So VPNs are out of the picture? I don't believe there is any other way.
However, if you choose to go down that path, you don't necessarily have to pay. However, you will have to bear with lag - although I have been doing fine. Haven't done much testing but my game ran fine throughout the time I tested it.
I am using Windscribe or TunnelBear, but TunnelBear seems faster. Both of them have free options - Windscribe 10gb of data TunnelBear 500Mb, 1500 if you tweet about them. These are monthly data caps. Before you get scared off: you don't need much data to run the game and downloading updates works just fine from Europe, fast too.
You can even play by turning off your VPN once you are on the server selection screen so the VPN will not slow down your connection/nothing will eat your datacap away in the background. However, your ping may significantly be bigger.
I get you, if you are focused on privacy. However, if you use the free version of well-established VPNs such as TunnelBear, Hotspot Shield or Windscribe you have nothing to worry about. Their data cap should be more than enough for Ragnarok Online.

Reviews of japanese players summerized: only basic info, some wrong data, it's outdated already.
Japan actually released a dozen of these in the following years (don't own any of them), much improved ones. I'm holding onto this one solely as a memento.
