Incorrect. A VPN simply provides you with a new IP address. They probably blocked the particular VPN in their recent security updates.
EDIT: Okay, that's not ALL a VPN does, but for the purpose of playing this game, it alters your IP address to the location of the VPN's host. Source: Me, who used FrootVPN recently and encountered the Swedish Google page while it was active.

Steam works. Seems like most people who play pc games have it, not invasive to ask for someones steam id. Pretty decent client.
Free accounts cant add friends(anti spam thing). People who have ever bought something on their account can add people freely including free accounts. You need to have spent 5 bucks to not have a free account, however its not like thats difficult on steam. You should get one with a lot of servers to select from like or ExpressVpn.
Also note that many VPNs (especially the free ones) can be detected and blocked in china. You maybe better off playing cDnF simply because it will give you a smoother gameplay exprience (you really don't want any lag in pvp).
In Neople's case, because it's a South Korean company, it's bound by their laws which require the use of Internet Explorer for digital security through ActiveX. SK is trying to phase it out this year, but it won't be a fast transition.

Lower your ping and live close to servers. If you live on the east coast and try this, you can swap that fast. It helps even if you live on the west coast though.

The general consensus is that Xpadder is the way to go when playing DFO with a controller (I use it myself). Basically, instead of messing with DFO's keybindings to get a controller to work you use Xpadder to remap the buttons on your controller to keyboard keys.

Like other players mentioned, i'd recommend playing Arad Senki if you're thinking that you'll be staying in Japan for the long term. (If you moved to Japan, shouldn't you be getting to know the language?)
If, however, the stay isn't intended to be long-term, there is the option of using SoftEther VPN.
As you could tell from visiting the website, it's a free cloud of public vpn relay servers, that are accessible if you're in Japan, and only Japan. If you install that, and connect though one of the servers located in the United States, you'll be able to play just fine. BUT, out of courtesy for other players, you should never party. It's a peer to peer game after all. So, playing from far away, and through a VPN tunnel nonetheless, is going to be pretty laggy, no matter which way you look at it.

Your PC 100% gets slower with time. Nothing is invincible from the wear and tear of use, and computers are no different than a car.

What is your internet speed? Check here or Google search speed test
and use their widget. I find that this error can pop up when one's internet connection is too slow and the connection to the server keeps getting reset. Had a user who is supposed to have 50mb down but when they did the test only got 1mb down and they also ran into the -1 error whenever they tried to download the game.

You can do other neat things like overlays, so if you have a program that displays keystrokes you can overlay that over the game and record both at once.

I had to help someone set up a controller on windows 10 recently for dfo, and trust me, xpadder is a pain on windows 10. Weird freezes, glitches, and numerous other issues. Sometimes it would work for a whole day, and then other times there was nothing I could do to get it to work.
If you're willing to lose a little functionality, Antimicro works too. No ability to make macros, or use turbo or anything (Which is probably better for dfo, imo), but otherwise a great alternative.
Should be pretty easy to set up, from what I remember.
Can't answer on soundpack but I have created custom OGG files for use in DFO and swapped out many BGMs for the old ones.
What you're wanting is named gate_new.ogg in this sound pack (all of the old BGMs already in OGG format).
I'm not at home so I can't verify, but I think it's named seria_gate.ogg (if not, then it'd probably be gate_new, maybe?) in the current files. So you would just need to rename that file and replace it with the gate_new.ogg from the old BGM pack.
For converting: I use Foobar 2000 to convert most of my music files. Load tracks you want to convert into a playlist, right click, choose 'Convert' from the context menu, click one of sub-options. While were on the subject, im curious if anyone knows the track that plays during awakening previews. I loaded the entire music folder in Foobar2000 and if it was in there I must have missed it. I also went and extracted some .npks in /SoundPacks and still couldnt find it. Sadly none of the classchange.avi clips in the video folder played for me in Windows Media Player or MPC-HC.

I use NordVPN to log in, but I imagine any of them would do. I hear good things about PIA and ExpresssVPN.
You only need it during account creation, since the website is region filtered, and during login. Once you've logged in, you can launch the game and play without the vpn, since the vpn tends to add a little lag in party play.
That said, you'll almost always have orange or red lag in parties, unless you get other Korean or players in East Asia.
Personally, these type of programs never worked for me. They work better for games with their own game server locations and dfo is p2p, so every time you're in a party, your data is sent to wherever they live in the world. However if you choose to go this route, I will recommend Mudfish as you can charge for a fixed amount of bandwidth (cheaper) rather than a monthly subscription. I tested it out with Mudfish and it didn't work out for me, but DFO didn't block me or anything.
What did work for me was a program called Speedify. Basically, it allows me to use my mobile carrier's 4g connection along with my wifi together to play DFO. They offer 2gb monthly of free use, so just tick it on when you do party content. Just make sure you set it to redundant mode and other settings should be okay for you to configure. I'm currently using this and I'm not banned yet so it should be alright.

Right now its patching normally but I suffered from slow downloading. I'm not sure if it a perma fix but at least its patching files since I reinstalled the game.

Personally, I don't know why anyone doesn't already have a VPN for safety reasons other than having to pay for them. But you should always have some VPN service. For free? A popular one is hotspot shield, a paid one I recommend is VyprVPN (it connects to South Korea as well huehue)
Have you tried other VPN? I'm using VPN in general and gaming. Mainly league and DFO, but I lives so close to their servers, so no performance changes lol. I have an extra account for IPVanish currently not using, PM me if you want to try it. Unlimited connections through their client so I don't mind sharing
I wouldn't give up hope just yet. Have you tried setting up a private VPN server or something? That could be a bypass. I'd try something free first (CyberGhost for example) and see if that actually works. A real pain though to use free VPNs but this is more of a test than anything.
If on the off chance you aren't lagging all of a sudden with peers, then you'll want to consider buying a private VPN. Let me know if that works and if you are interested in a private VPN, I can recommend you some.
Fair enough, unsure what else to recommend for you since products like Logitech are the only convenient use to me I'd rather keep my controllers safe. You might need to consider looking up at amazon or google search which it should give you various kind of options. Worse comes to worse you might gonna end up buying ps3-ps4 controller, download the software and drivers to use it on your PC.
